said bonds may severally mature as provided herein; and the
said special tax or levy shall be a lien upon the taxable prop-
erty of the said village of Woodmont and the said tax shall be
collected in a like manner as other taxes levied in said county
are collected and when collected shall be applied as herein pro-
vided for; that if bonds and coupons are issued under the pro-
visions of this Act the same shall be a lien upon the taxable
property of Montgomery County and shall be non-contestable
for any cause whatsoever.
SEC. 8. And be it further enacted, That the County Com-
missioners be and they are hereby authorized, empowered and
directed to apply the proceeds of any such bond issue to the
payment for the building of permanent streets or roads within
said village or for the installation of a lighting system along
the streets, lanes, alleys or sidewalks and that the amount of
money so allotted for any of the purposes herein enumerated
shall be solely determined by the County Commissioners. That
it is the purpose and intention of this Act that the village of
Woodmont shall be designated as a special taxing area and
special taxes shall be yearly assessed against the taxable prop-
erty therein for the purposes herein enumerated and when said
taxes are collected they shall be kept separate and apart and ex-
pended for the special needs of said village including the road
tax as herein provided for to be levied and credited to said fund
and if in the judgment and discretion of the County Commis-
sioners of Montgomery County said Board may determine that
the public needs of said village require a more permanent im-
provement of its streets, roads and sidewalks, as well as a light-
ing system the County Commissioners may in their judgment
issue bonds in such an amount not to exceed the sum of twenty-
five thousand dollars, as herein provided for and the County
Commissioners upon receipt of the money from the sale of such
bonds shall expend said money within said village for the per-
manent improvement of its streets, or the installation of a light-
ing system and it is expressly provided that all of these mat-
ters are in the discretion of the said County Commissioners
who shall have charge and direction of the collection and dis-
bursement of said money so collected in such manner as the
County Commissioners may by resolution provide.
SEC. 9. And be it further enacted, That this Act shall take
effect on the first day of June, A. D. 1922.
