SEC. 3. Be it further enacted, That the County Commis-
sioners of Montgomery County be and they are hereby empow-
ered to grade, pave, macadamize or otherwise improve any
street, road or lane which has been or which may be acquired
and opened for public use, but which, is unpaved, ungraded, un-
improved, and to lay sidewalks and curves thereon, and the
said County Commissioners shall have the power to assess the
cost of said grading, paving, macadamizing or improvements
against the property abutting on said street, road, lane or side-
walk in proportion to the frontage to said abutting property on
the same, and the County Commissioners shall have the power
and authority to fix and determine the charge thereof and the
time limit required for the payment of such assessments either
in one or more equal installments in one or more years, as said
County Commissioners may determine.

SEC. 5. And be it further enacted, That the County Com-
missioners may by ordinance provide such rules and regulations
as they may deem expedient for the welfare and good of the
citizens of the village of Woodmont including police and health
regulations and to provide penalties for the violation thereof.

SEC. 6. And be it further enacted, That the said County
Commissioners be and they are hereby authorized to borrow
money in a sum not to exceed twenty-five thousand dollars for
the purpose of building and maintaining the streets in said vil-
lage and to provide for a proper and efficient lighting system
and the said County Commissioners in the event they shall
deem it expedient to borrow money for the purposes herein
enumerated they shall have the power to issue coupon bonds
under the corporate seal of said County Commissioners for the
amount borrowed not to exceed, however, the sum of twenty-

five thousand dollars, said bonds to bear interest from date of
issue at the rate of not more than five per centum per annum,
payable in such order and denomination as the County Com-
missioners may by resolution direct and said board shall have
printed on them a distinct reference to this Act authorizing
their issue.

SEC. 7. And be it further enacted, That the County Com-
missioners in the event of the issuance of bonds as aforesaid
shall cause to be levied upon and collected from the taxable
property within the village of Woodmont an additional tax
annually sufficient to pay the said bonds and interest as the
