by the laws of Maryland shall be the standard for said City,
but the said Mayor and City Council shall have the power to
provide penalties for failure or refusal to comply with the pro-
visions of any ordinance for the inspection of weights and meas-
ures in addition to the penalties now provided by law for using
condemned scales or measures or for giving short weight or
measure. Inspection fees may be charged to pay the compensa-
tion of the Inspector of Weights and Measures.
SEC. 2. And be it further enacted, This Act is an Emer-
gency Act and is necessary for the immediate safety and pre-
servation of the people, and three-fifths of the members of both
houses of the Legislature having concurred therein shall take
effect from the date of its passage.

CHAPTER 314.
AN ACT to add a new section to Article 19 of the Code of
Public Local Laws of Maryland, title "St. Mary's County,"
sub-title "Fish," to be known as Section 51A and to follow
immediately after Section 51 of said Article, the said new
section prohibiting persons other than citizens of St. Mary's
County from catching and taking fish, except by hook and
line, and from catching and taking crabs in the waters of
the Wicomico River and its tributaries within the limits of
said county, and imposing penalties for the violation thereof.

CHAPTER 315.
AN ACT to regulate the hunting and killing of raccoons and
opossums in Wicomico and Worcester Counties.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That it shall be unlawful for any person within Wicom-
ico and Worcester Counties to shoot, kill, take, trap or hunt
for any raccoon or opossum within the limits of said counties
between the first day of February and the first day of October
in any year, exclusive of both dates, and no person or persons
shall at any time set, place, keep or maintain any steel traps
