sary traveling expenses and disbursements incurred by him in
the discharge of his official duties. The Commissioner shall
from time to time adopt such by-laws and rules of procedure
for the conduct of his Department as he may deem necessary.
SEC. 3. On the taking effect of this Act, all the rights, pow-
ers, duties, obligations and functions of the Conservation Com-
mission, under any provisions of law, shall be transferred to
and thereafter be exercised and performed by the said Con-
servation Commissioner, who shall be the lawful successor of
the said Commission, to the same extent and effect as if the
said Conservation Commissioner had been named in said pro-
visions of law as the official upon whom the said rights, pow-
ers, duties, obligations and functions were conferred.
XIII.
Department of Public Utilities.
SECTION 1. The head of the Department of Public Utilities
shall be the Public Service Commission, constituted and or-
ganized as at present, and having and exercising the rights,
powers, duties, obligations and functions now or hereafter con-
ferred by law.
SEC. 2. On the taking effect of this Act, the Governor is au-
thorized to appoint, and remove at pleasure, an experienced
and qualified attorney at law of this State to be known as
People's Counsel; and thereupon all the rights, powers, duties,
obligations and functions now conferred by law upon the As-
sistant General Counsel of the Public Service Commission shall
be transferred to and thereafter be exercised and performed
by said People's Counsel, who shall be the lawful successor
of said Assistant General Counsel, to the same extent as if the
said People's Counsel had been named in said provisions of law
as the official upon whom the said rights, powers, duties, obli-
gations and functions were conferred; and thereupon the po-
sition of Assistant General Counsel of the Public Service Com-
mission shall cease and be at an end.
XIV.
The State Industrial Accident Commission.
SECTION 1. The State Industrial Accident Commission,
constituted and organized as at present, and having and exer-
cising the rights, powers, duties, obligations and functions now
