for that purpose, which shall always be open to the inspection
of the public. It. shall be the duty of the members of the Com-
mission to travel over and personally inspect the public high-
ways in the several parts of the State and the work being done
on the same, in order that they may have, as far as possible, per-
sonal knowledge of the requirements of the several sections of
the State in reference to the matter of roads as well as of the
progress from time to time of the work of said Commission.

The Commissioner of Motor Vehicles.

SECTION 1. The Commissioner of Motor Vehicles shall con-
tinue to have and exercise all the rights, powers, duties, obliga-
tions and functions now or hereafter conferred by law.

The Conservation Department.

SECTION 1. The terms of office of the members of the
Conservation Commission shall continue or be extended, as the
ease may be, until the taking effect of this Act, whereupon the
same shall cease and be at an end and the said Commission
shall be and stand abolished.

SEC. 2. On the taking effect of this Act, Section 1 of Ar-
ticle 39A of the Annotated Code of Maryland, Volume IV,
title ''Conservation of Natural Resources, " is hereby repealed
and re-enacted with amendments, so as to read as follows:

1. The Conservation Department is hereby created and es-
tablished. The head of this Department shall be the Conserva-
tion Commissioner, who, as far as practicable, shall be specially
informed in the following subjects: oysters, clams, fish crabs,
terrapin, wild fowl, birds, game and fur-bearing animals. The
Commissioner shall be appointed by the Governor. The term
of the Commissioner shall be four years from the first Monday
in May succeeding his appointment, except that the Commis-
sioner first appointed under this Act shall be appointed and
his term shall begin on the taking effect of this Act, and he
shall hold office until the first Monday of May, 1924, and until
his successor shall qualify. The Governor shall have power of
removal for cause and he shall fill any vacancy however occur-
ring. The salary of the Commissioner shall be $4, 000 a year,
and he shall be entitled to receive in addition thereto the neces-
