his duties, the cost of said bond to be paid by the County Com-
missioners out of the County Road Fund. The County Road
Engineer shall hold his office for a term of two years or until
his successor is appointed, approved and qualified, unless re-
moved for cause. The County Commissioners shall have the

power and authority to designate the roads or parts of roads
or bridges to be constructed or impaired under the authority of
this Act, and such construction or repair shall be made by con-
tract or day labor as may appear most feasible to the Road
Engineer with the approval of the County Commissioners.
The County Commissioners shall make such appointments
without any reference whatever to the political opinions of the
person so appointed.

9. The County Road Engineer shall reside in St. Mary's
County during the term of his office. He shall appear before
the County Commissioners as often as requested by the County
Commissioners, and make a statement to them of the work
done. He shall also prepare and submit, immediately after
each sale of County Road bonds on the fifteenth day of April,
in the year 1922,, a building and repair estimate or program
for roads for the following current year as required by Section
10A of this Act. He shall personally supervise the draining
of roads and establish by use of instruments used by civil engi-
neers the proper placement of culverts and drains. The Comity
Road Engineer shall not be interested in any firm or corpora-
tion from which anything shall be purchased for the use of said
public roads, bridges or drains, nor receive any commission on
said purchases.

10A. The County Commissioners shall require the County
Road Engineer and it shall be the duty of the Road Engineer to
submit a building and repair estimate or programme for roads
immediately after each sale of Road Bonds and on the fifteenth
day of April, 1922, to the County Commissioners, which esti-
mate or programme shall set forth in detail, the roads to be re-
paired with estimated costs of laying out, opening, extending
and making new roads, and for altering, straightening, widen-
ing, grading, improving, or closing up in whole or part any
existing road, and for removing trees, posts and other obstruc-
tions, and for building or laying out public bridges or drains,
also estimated costs of graveling the roads proposed to be re-
paired or constructed as set forth in this annual programme,
which programme shall be approved or amended and approved
after mature consideration of the County Commissioners and
