sanitary districts to include any towns or thickly settled dis-

tricts as may. in their judgment seem necessary and proper,
the said districts to be as nearly along the natural boundaries
for such a district as possible, but in any event not to exceed
twelve hundred and eighty acres of land, a plat of each district
to be made under the supervision of a competent civil en-
gineer, and kept on file in the office of said sanitary Commission
and a copy of each plat to be filed with the County Commis-
sioners of Anne Arundel County; and that each of said dis-

tricts when laid out be, and the same are, hereby incorporated
for the purposes hereinafter set forth, to be known as the sani-
tary district for the particular town included in said district,
or districts.

SEC. 2. And be it further enacted. That, for the purpose of
carrying out the provisions of this Act, the said sanitary dis-
tricts shall be under the jurisdiction of a commission of three
persons, who shall be resident taxpayers of Anne Arundel
County and qualified voters thereof; and one of said Commis-
sioners shall be a resident of the Glen Burnie Sanitary District
and one shall be a resident of the Linthicum Sanitary District.

The term of each of the three members shall be three years,
or until their successors are appointed and have qualified, ex-
cept the first Commissioner named in this sub-title, who shall
serve for two years, and the second for one Year, and the third
for three years. The commission named in this Act shall
bold office from May 1st, 1922, upon which date the terms of
office shall begin, and upon the expiration of the terms of
said commission, their successors shall be named as follows:
two members of said commission shall be appointed by the
County Commissioners of Anne Arundel County and one mem-
ber shall be appointed by the State Board of Health of Mary-
land. Any vacancy occurring in the personnel of the com-
mission during the first year shall be filled by the County
Commissioners of Anne Arundel County for the unexpired
term, and any vacancy occurring after that time shall be filled
by the agency making the appointment, and for the unexpired
term. The present commission created by this Act shall be:
William C. Lemkuhl, Tames J. Murphy and Fred M. Warn-
ken. The commission shall elect one of its members chairman
and shall appoint, discharge at pleasure, and fix the compen-
sation of a secretary-treasurer, whose salary shall not exceed
three hundred dollars per annum, a chief engineer, and such
engineering, legal, clerical and other force and help as, from
