shall be punished by a fine of $500. 00 or imprisonment for not
more than three months, or both, at the discretion of the court.
And it shall be the duty of the State's Attorneys of the several
counties of this State to prosecute all violations of any of the
provisions contained in said Sections Nos. 2, 4, 5, 6, 7 and 9
brought to their attention, said prosecutions to be in the name
of the State of Maryland, and the penalty recovered, when paid,
to be turned into the fertilizer fund of the University of Mary-
land.

Section 16. That if any person, firm, or corporation, subject
to the provisions of this Act shall fail to file the statement re-
quired in Section No. 3 herein regarding the tons of fertilizer
sold, and to pay the inspection fee, provided therefor in this
Act, within sixty (60) days after the close of the calendar year,
the same shall subject said person, firm, or corporation, to a
penalty, upon conviction, of one hundred dollars, and two hun-
dred dollars for each subsequent week that said inspection fee
remains unpaid. Prosecution therefor to be entrusted to the
State's Attorneys as in the preceding section provided and
brought in the name of the State of Maryland and the penalty
recovered when paid, to be turned into the fertilizer fund of the
University of Maryland.

CHAPTER 245.
AN ACT to create certain sanitary districts within Anne Arun-

del County, Maryland; to incorporate the same, and to pro-
vide for the government thereof, to provide for the construc-
tion, maintenance, operation, purchase or condemnation of
water supply, sewerage and refuse disposal systems; to pro-
vide for the issuance of bonds for the purpose of such con-
struction and levy of taxes, assessments and benefits, water
charges and rates for the payment of said bonds in each, dis-
trict; and the operation, maintenance, regulation and control
of said systems; to provide for the construction and mainte-
nance of roads and streets in said districts and for other pur-
poses.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Sanitary Commission provided for in this Act
shall, as soon as practical after they have organized, lay out
