samples so taken shall be from unbroken bags, or packages,
which have not been damaged or injured in transit, or by ex-
posure, and which have not been in possession of the owner,
more than thirty (30) days, provided, further, that said sam-
ples be taken from at least 5% of the bags or packages com-
prising the brand purchased, and if there are less than 100
bags, or packages, of the brand so purchased samples shall be
taken from not less than five bags, or packages, and if there are
less than five bags or packages samples shall be taken from
each. All such samples shall be taken under such additional
rules and regulations as may be prescribed by the University of
Maryland, provided further, that every sample sent for analysis
to the said University shall be fully described on forms to be
furnished by said University free of charge, said description
giving a full and complete statement of the time and place of
sampling, of all marks on the bags or packages thereof, and of
all the facts relating; to the same, said description and state-
ment shall be signed by the purchaser of the fertilizer, the per-
son drawing the sample and the disinterested witness or wit-
nesses as above provided, and provided further, that the pur-
chaser, or purchasers, sending such sample, or samples, of fer-
tilizer to said University for analysis shall withhold said de-

scription or descriptions of said sample or samples until he has
received from the said University of Maryland the report of
the analysis of said fertilizer. Any person or persons receiving
an analysis from the said University as required under this Act
shall immediately thereafter forward to it the statement re-
quired by this Act to be made at the time of taking the sample
or samples.

Section 10. That it shall be the duty of the University of

Maryland to analyze upon request, without cost or charge, all
samples of fertilizer sent to said University and taken in the
manner prescribed in this Act. The said University, the State
Chemist, or his assistants or agents, shall not demand of any
purchaser so sending sample, or samples, for analysis any ad-
vice, information or statement as to any analysis appearing on
the original unbroken packages, or bags, from which said sam-
ple or samples were taken, or the name or names of any individ-
ual, representative, agent or corporation or firm from which
said fertilizer, or fertilizers, were purchased; and it shall be
the duty of the said University through its duly authorized
agent, the State Chemist, appointed by the State Board
of Agriculture, to at once make a full and complete
