in a manner to make available the essential fertilizer constit-
uents which it may contain; and provided further that the sec-
tion shall not apply to the raw materials hereinbefore enumer-
ated which are consigned to, or offered for sale in bulk, to ma-
nipulators, or manufacturers of fertilizers.
Section 6. That the words "High Grade" shall not appear
upon any bag or package of any complete fertilizer containing,
according to its guaranteed analysis, less than 1. 65% of nitro-
gen (equivalent to 2% of ammonia), 10% of available phos-
phoric acid and 2% of potash.
Section T. That each and every brand of fertilizer, or fertil-
izer material, filed with the University of Maryland must re-
main uniform with the guaranteed analysis of said brand, and
in no case, even at a subsequent registration, shall the grade be
lowered by reducing any, or all, of the several constituents con-
tained therein.
Section 8. That it shall be the duty of the University of Mary-
land to procure for analysis one or more samples in each year,
as far as practicable, of all fertilizers sold, offered for sale or
used in the State of Maryland, and the State Chemist, or any
agent or representative, duly authorized by him, or by the Uni-
versity of Maryland, shall have the right to take samples from
any lot, or parcel, or fertilizer in the possession, or in the keep-
ing of any manufacturer, manipulator, dealer, agent, consumer
or transportation company in said State of Maryland, and it
shall be the duty of the University of Maryland to publish at
least semi-annually the results of the analysis made by the
said University of the samples procured by or sent to it for such
purpose, and when reporting, or publishing the result of any
analysis to state the approximate commercial value in dollars
and cents of the fertilizer so analyzed per ton of two thousand
pounds, such value to be based upon the analysis made at the
said University and upon a standard of valuation to be ascer-
tained, fixed and published by said University as above pro-
vided after conference with the proper officials of adjacent
States.
Section 9. Any purchaser of fertilizer, or fertilizers, pro-
vided he is not a manufacturer, or manipulator, or agent,
of the same, may have taken, in the presence of a disinter-
ested witness, a sample, or samples, of said fertilizer, and
forward the same with all transportation charges prepaid to
the University of Maryland for analysis, provided that
