of Baltimore County voting at said election declare in favor of
the issuance of said bonds, the County Commissioners of Bal-
timore County shall be authorized and empowered to issue said
bonds as and for the purposes provided in this Act; and if a
majority of the duly registered voters of Baltimore County
voting at said election declare against the issuance of said
bonds then the provisions of this Act shall be null and void and
none of the said bonds shall be issued.

CHAPTER 244.

AN ACT to repeal Article 61 of the Code of Public General
Laws (Bagby's Edition), title "Manures and Fertilizers, "
as enacted by Chapter 315 of the Acts of the General As-
sembly of Maryland of 1918, and to enact in lieu thereof a
new Article 61 of the said Code, comprising sixteen sections,
numbered 1 to 16, inclusive, providing for the registration,
sale, inspection and analyses of commercial fertilizers, phos-
phates, fertilizer materials and chemicals, in the State of
Maryland, and for the dissemination of information regard-
ing the contents of fertilizers subject to the provisions of
this Act, the use and compounding of fertilizers, and the
administration and enforcement of the provisions of this Act.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 61 of the Code of Public General Laws
(Bagby's Edition), title "Manures and Fertilizers, " as enacted
by Chapter 315 of the Acts of the General Assembly of Mary-
land of 1918, be and the same is hereby repealed and in lieu
thereof a new Article 61 of the said Code, title "Manures and
Fertilizers, " is hereby enacted; said new Article comprising
sixteen sections, numbered from 1 to 16, inclusive, and to read
as follows:

Section 1. The term "fertilizer" as used in this Act shall
mean any commercial fertilizer, or any article, substance or
mixture sold, offered or exposed for sale, for manurial pur-
poses in the State of Maryland of which the selling price shall
be more than $5. 00 per ton of two thousand pounds, but shall
not include ground gypsum, lime, ground limestone, ground
shells, dung of all poultry or dung of domestic animals, in
bulk, when sold as such and when not mixed with other fer-
