Chapter 4 of the Acts of 1920, and shall be subject to revision
by the County Commissioners of Baltimore County after pub-
lic hearings as provided by said Chapter 4 of the Acts of 1920
in regard to said budget, report or comprehensive plan of road
and bridge work. And said plan as the same may have been
submitted or if changed, altered or modified by said County
Commissioners as the same may be the first day of January
next thereafter, shall be binding on said County Commissioners
during the ensuing fiscal road year, and it shall be the duty of
the said Roads Engineer and full and complete authority is
hereby conferred upon him to see that said plan is carried out
in every particular within said year and the money econom-
ically expended.

SEC. 6. And be it further enacted, That for the purpose of
redeeming said bonds at their maturity and for the purpose of
securing the prompt payment of the interest coupons, the said
County Commissioners of Baltimore County shall, for the year
of 1923 and annually thereafter until the maturity of the last
of said bonds issued under the authority of this Act, levy a tax
upon the assessable property of said county sufficient to pay
the annual interest on all of said bonds that may be issued and
outstanding, as said interest becomes due and payable, and
also in addition thereto, the said County Commissioners of
Baltimore County shall, for the year 1924 and annually there-
after levy a tax upon the assessable property of said County
sufficient to pay and retire all of said bonds as they shall
mature.

SEC. 7. And be it further enacted, That before the issuance
of said bonds the question of the issuance of said bonds shall be
submitted to a vote of the duly registered voters of Baltimore
County at the election to be held in said county on the Tuesday
after the first Monday of November, 1922, and the Supervisors
or Election in said County shall furnish the necessary ballots
for said election and shall have printed upon the face of each
ballot a distinct reference to this Act and upon each ballot shall
be printed these words with a suitable square to the right of
each:

For the Bond Issue.
Against the Bond Issue.

And the said Supervisors of Election shall certify the result
of said election to the Clerk of the Circuit Court for Baltimore
County and the said Clerk shall certify the same to the County
Commissioners; and if a majority of the duly registered voters
