32. The Burgess and Commissioners shall annually, on or
before the first Monday in April, appoint three judges of
election, who shall conduct the election and receive the ballots
of all citizens of said town, qualified to vote therein. The
polls shall be open at three o'clock P. M. and close at seven
o'clock P. M., on the day of election. The judges of election,
or a majority of them, shall determine all questions arising
under said election, and shall issue to the Burgess and Com-
missioners who have been duly elected, a certificate to that
effect, under their hands and seals. All elections herein pro-
vided for shall be conducted according to such rules and regula-
tions as shall be provided for, from time to time, by ordinance.

34. All citizens of Maryland, above the age of twenty-
one years, who shall be citizens of the United States, and
who shall have resided within the corporate limits of Walkers-
ville for ninety days next preceding the election, possessing
the qualifications now or hereafter provided for by law or ordi-
nance, shall be entitled to vote at all elections hereafter held.
Women shall have equal privileges with men in registering,
voting and holding municipal office in Walkersville, anything
in any section of this Article to the contrary notwithstanding.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 236.

AN ACT to repeal and re-enact with amendments Section 475 of
Article 13 of the Code of Public Local Laws of Maryland,
title "Harford County, " sub-title "Taxes and County Treas-
urer, " as the same was enacted by Chapter 680 of the Acts
of 1916.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 475 of Article 13 of the Code of Public
Local Laws of Maryland, title "Harford County, " sub-title
