Mayor and Councilmen of Frostburg shall have the right to
reject any or all bids.
SEC. 3. For the purpose of redeeming said bonds at ma-
turity and for the purpose of securing prompt payment of the
interest thereon, the Mayor and Councilmen of Frostburg shall
levy annually upon the assessable property of the Town such
sums as may be necessary to pay interest on said bonds semi-
annually and to redeem One Thousand Dollars ($1, 000) of
said bonds annually beginning April 1st, 1925, as aforesaid.
SEC. 4. And be it further enacted, That the proceeds from
the sale of said bonds shall be used for the purchase of such
tire apparatus and fire equipment as the Mayor and Council-
men of Frostburg in its judgment and discretion may deem
necessary and proper for the protection of the property and
lives of the citizens of said Town.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law necessary for the immediate
preservation of the public health and safety, and being passed
upon by a ''Yea'' and "Nay'' vote supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 4.
AN ACT to repeal and re-enact with amendments Sections 168
and 170A of Article 12 of the Code of Public Local Laws
of Maryland, title "Garrett County, " sub-title "Oakland, "
as said Sections were amended by Chapter 26 of the Acts
of 1918.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 168 and 170A of Article 12 of the Code
of Public Local Laws of Maryland, title "Garrett County, "
sub-title "Oakland, " as said sections were amended by Chapter
26 of the Acts of 1918, be and the same are hereby repealed
and re-enacted with amendments to read as follows:
168. The officers of said corporation shall consist of a
Mayor and a Town Council, which shall be composed of six
