and convey the same for the benefit of said town, and may have
and use a common seal, and alter the same at pleasure.
SEC. 2. And be it enacted, That the ground included within
the boundaries of the said town of Highland Beach shall be all
that ground which was included in a deed from Robert Moss,
trustee, and Daniel Brashears and wife to Joseph H. Douglass,
dated the 10th of April, 1893, and recorded among the Land
Records of Anne Arundel County in Liber S. H. No. 43, folio
346, etc.
SEC. 3. And be it enacted, That the legal voters of High-
land Beach who have resided within the corporate limits of
Highland Beach six months preceding an election, and all per-
sons who own any interest in real estate in said town, of the
age of twenty-one years and upwards, shall elect by ballot the
last Saturday in July of each year, commencing the last Satur-
day in July of the year 1923, Commissioners of the said town
of Highland Beach. And until the last Saturday of July,
1923, Dr. Milton A. Francis, Osburn T. Taylor, Edwin B.
Henderson, Haley G. Douglass and Eula Rose Grey shall be,
and they are hereby constituted Commissioners of the said town
of Highland Beach. That any three of said Commissioners
shall constitute a quorum for the transaction of business. The
said Commissioners shall meet on the first Saturday in August
of each year from and after the year 1923 and take the oath of
office to support and maintain the Constitution and laws of the
United States and the State of Maryland, and to perform the
duties of their offices as Commissioners of Highland Beach, to
the best of their ability, without fear, favor, affection or parti-
ality. They shall, thereupon, choose one of their number as
presiding officer and he shall act as the executive officer of the
said Commissioners and as Mayor of the town of Highland
Beach. The said Commissioners shall also choose, not neces-
sarily from the members thereof, a secretary and treasurer who
shall continue in office during the term for which said Commis-
sioners are elected, unless sooner removed for cause by said
Commissioners, and the said Commissioners shall require from
the said treasurer a bond, in penalty to be fixed by them, condi-
tioned to the faithful discharge of his duties as such. In case
of the absence of the presiding officer from any meeting of said
Commissioners they may choose from among their number a
president pro tempore, who shall preside at such meeting. The
treasurer shall in no case pay out any money except upon the
written order of the Mayor or executive officer of the corpora-
