this State for the purpose of using the same in the construction
or repair of the public roads of Dorchester County, and Sec-
tion 433 of Article 27 of the Code of Public General Laws,
"Bagby, " shall be so construed as not to apply to the County
Commissioners for Dorchester County, its employees or agents,
where the material, so taken, is for use on the public roads of
Dorchester County.
Section 269. The County Commissioners for Dorchester
County shall, within sixty days after the passage of this Act,
appoint some competent person as County Road Engineer of
Dorchester County, who shall have sufficient knowledge of civil
engineering and road construction to enable him accurately to
make surveys, plats, profiles and specifications for the grading,
draining., maintenance, repair and construction of the public
roads and bridges of said county, and also to do all necessary
engineering work for the building or rebuilding of roads and
bridges, and who shall have had such experience in road engi-
neering work as the said the County Commissioners for Dor-
chester County may deem proper, and the said County Road
Engineer shall hold his office for such a term as may be agreed
upon by contract at the time of his appointment, and the County
Road Engineer shall receive a salary of not less than fifteen
hundred dollars per year, payable monthly, and such other sum
for traveling expenses as may be deemed necessary by the
County Commissioners for Dorchester County.
Section 271. The County Road Engineer shall reside in
Dorchester County during the term of his office, and shall have
charge, control and supervision of the working, repairing and
construction of the public roads and bridges in said county,
and shall make all the specifications for the building of new
roads and bridges, and shall see that no obstruction, hindrance
or injury is or shall be permitted upon any road or bridge under
his supervision. He shall have charge and control of all teams,
carts, wagons, machinery, implements and accessories which
may be purchased or provided by the County Commissioners
for the purpose of this Act; and shall employ such labor, teams
and implements as may be by him and the County Commis-
sioners deemed necessary in connection with work on public
roads and bridges to be paid for by the County Commissioners.
He shall not work out or expend upon the roads and bridges
of said county a greater amount in any one fiscal year than the
amount levied by the County Commissioners for this purpose
without obtaining the written permission of said County Com-
