SEC. 3. And be it further enacted, That the money arising
from the sale of said bonds shall be paid to the Mayor and
City Council of said city and by them be deposited in some safe
bank and shall only be drawn therefrom and used for the pur-
pose of constructing sewers in said City. The Treasurer of
said city shall keep in a book for the purpose a full registry
of the bonds sold, the number of said bonds and names of pur-
chasers, the amount realized on the sale and any transfers
and assignments of said bonds.

SEC. 4. And be it further enacted, That the question whether
said bonds shall be issued by the Mayor and City Council of
Havre de Grace shall be submitted to the registered and quali-
fied voters of said city at such time as the Mayor and City
Council of Havre de Grace may, by ordinance, designate. There
shall be printed on each ballot the words "For Sewerage Bonds"
and "Against Sewerage Bonds", the same to be printed on the
ballots so as to give the voter an opportunity to designate by
a cross (x) in a square or box opposite the above-mentioned
words, his answer to said question.

If a majority of those voting on the question at said election
shall be in favor of issuing the above-mentioned bonds, then
this Act shall immediately become effective, but if a majority
of those voting on the question shall be against the issuance of
said bonds, this Act shall be of no effect and the said bonds
shall not be issued.

SEC. 5. And be it further enacted, This Act is an Emer-
gency Act and is necessary for the immediate safety and pre-
servation of the people, and three-fifths of the members of both
houses of the Legislature having concurred therein shall take
effect from the date of its passage.

CHAPTER 179.

AN ACT to extend and continue without limitation as to time
the corporate existence, rights, privileges and franchises
of the Baltimore Steam Packet Company as the same have
been heretofore created, granted and extended to the
end that said The Baltimore Steam Packet Company
shall have until forfeiture the right of perpetual succes-
