1916, be and it is hereby repealed and re-enacted with amend-
ments, to read as follows:
340. Whenever the Mayor and City Council of Havre de
Grace, having first obtained the approval of and consent of a
majority of the legally qualified voters of said city as herein
provided for, shall determine to purchase or erect any gas plant,
electric light plant, water plant or system of sewers for said
city, they are hereby authorized and empowered to borrow on
the credit of said city a sum of money necessary for such pur-
chase or erection and to issue bonds therefor. And said bonds
shall be issued in the manner and under the same terms and
conditions as to form, maturity, redemption, payment, sinking
fund and other particulars as in this Act provided, for the
issue of bonds for the liquidation of the present floating in-
debtedness of said city and shall at no time exceed eight per
centum of the taxable basis of said city.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1922.

CHAPTER 175.
AN ACT to add a new section to Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County, "
sub-title "Havre de Grace, " as codified by Chapter 680 of
the Acts of 1916; said new section to be known as Section
308A and to follow immediately after Section 308 of said
Article, relating to the taxing of dogs in Havre de Grace.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
13 of the Code of Public Local Laws of Maryland, title "Har-
ford County, " sub-title ''Havre de Grace, " as codified by Chap-
ter 680 of the Acts of 1916; said new section to be known as
Section 308A, to follow immediately after Section 308 of said
Article, and to read as follows:
308A. Any tax which has been imposed or which may here-
after be imposed upon dogs in the City of Havre de Grace by
any ordinance of said city passed under the authority of Sec-
tion 308 of this Article, shall be in lieu of all other licenses
