chasers and the amount realized on the sale and any transfers
and assignments of the same. The said funds shall be avail-
able for the improvement of the public streets and sidewalks
of said town.

SEC. 4. And be it further enacted, That the question
whether said bonds shall be issued by the Commissioners of
Chestertown shall be submitted to the registered and qualified
voters of said town at a special town election to be held on
Monday, May 15, 1922, and there shall be printed on each
ballot the words "For Street Improvement Bonds" and
"Against Street Improvement Bonds, " the same to be printed
on the ballots so as to give the voter an opportunity to desig-
nate by a cross (X) in a square or box opposite the above-
mentioned words, his answer to such question.

If a majority of those voting on the question at said election
shall be in favor of issuing the above-mentioned bonds, then
this Act shall immediately become effective, but if a majority
of those voting on the question shall be against the issuance
of said bonds, this Act shall be of no effect and the said bonds
shall not be issued.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the immedi-
ate preservation of the public health and safety, and the same
being passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, shall take effect upon the date of its pas-
sage.

CHAPTER 174.

AN ACT to repeal and re-enact, with amendments, Section 340
of Article 13 of the Code of Public Local Laws of Mary-
land, title "Harford County, " sub-title "Havre de Grace, "
as codified by Chapter 680 of the Acts of 1916, increasing
the debt limit of the City of Havre de Grace.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 340 of Article 13 of the Code of Public
Local Laws of Maryland, title "Harford County, " sub-title
"Havre de Grace, " as codified by Chapter 680 of the Acts of
