sessable property of said town a special tax over and above and
in addition to the annual tax as now limited by law, sufficient
to pay the annual interest on all of said bonds remaining out-
standing and not then matured and to redeem the said bonds
when and as the same shall respectively mature as hereinbefore
provided.

SEC. 4. And be it enacted, That the said bonds, authorized
and directed to be issued by this Act, shall be sold by the Presi-
dent and Commissioners of Princess Anne for not less than
the par value thereof, and not later than March 1, 1927, ana
said bonds shall be disposed of at public auction at the court
house door in Princess Anne to the highest bidder for cash,
after notice by advertisement in all the newspapers of said town,
once a week for four successive weeks prior to the date of sale,
and the proceeds arising from the sale of said bonds shall be
used for and applied to the repairing, rebuilding, reconstruct-
ing, extending, enlarging, and improving the system of water
supply and distribution, and sewer system in said town of
Princess Anne, and for no other purpose, and no part of the
proceeds arising from the sale of said bonds shall be payable
except upon the order of the Commissioners, or a majority of
them, hereinafter appointed to contract for and superintend
the improvements and construction aforesaid.

SEC. 5. And be it enacted, That Thomas H. Bock, Stephen
Prank Dashiell, George W. Colborn, Jr., Albert E. Krause and
John B. Roberts, all of said town of Princess Anne, be and they
are hereby appointed commissioners, and they or a majority
of them are hereby authorized and empowered to employ a
competent engineer or expert in the construction of municipal
water supply systems at a reasonable compensation, and to lay
out or relay out and repair or construct, improve, enlarge,
and extend the system of water supply and distribution, and the
sewer system in said town, and the said commissioners herein
named shall have the power to contract for the building or
rebuilding, construction or reconstruction, of said water supply
system and sewer system, or any part of either of them, and
shall have power to require the person or persons to whom
any such contract may be awarded to execute a bond to the said
President and Commissioners of Princess Anne with security or
surety and with penalty approved by the said President and
Commissioners of Princess Anne and conditioned for the
faithful performance of his or their contract or con-
