and all proceedings had for the enforcement of the payment
of said taxes; and the successor or newly elected and qualified
Treasurer and Collector, upon delivery to him of the bills
aforesaid, is empowered and required to collect and enforce
the payment of said taxes in the same manner as is now pro-
vided by law; and in all cases where the Treasurer and Col-
lector has taken steps for the enforcement of the payment of
said taxes, either by published notice, levy, advertisement or
other proceeding, and if his term of office shall expire, of if he
shall die, before the collection of said taxes or before said pro-
ceedings are completed, the newly elected or appointed and
qualified Treasurer and Collector is empowered and required
to continue and complete said proceedings for the enforcement
of the payment of said taxes and to collect the same in the same
manner as is now provided by law, and with all the power and
authority in law had by the retired or deceased Treasurer and
Collector during his term of office for that period.

SEC. 154. On the first Tuesday of each month the Treasurer
shall report in writing to the County Commissioners the amount
of money received and the amount expended during the pre-
ceding month, together with the balances then in bank, naming
the banks, and the rate of interest each bank has agreed to
pay on such balance and the terms of each deposit.

SEC. 155. All money received by the Treasurer shall be
entered in a cash receipt book and properly distributed as be-
tween state and county taxes, interest or discount, special taxes
and such other distribution as may be provided, due provision
being made for the collections by districts. All money dis-
bursed shall be entered in a cash disbursement book under such
heading as will indicate the purpose for which it is applied.
The Treasurer's books shall be so kept that the amounts of
taxes collected, the amounts of taxes uncollected and the amounts
expended shall be at all times readily ascertainable and verified.

SEC. 2. And be it further enacted, That nothing, in this Act
shall be held to interfere with or nullify any proceeding begun
by the Treasurer of Baltimore County and Collector of State
and County taxes for said County, or by his predecessor or
predecessors in office, for the enforcement of the payment of
taxes but all such proceedings already begun shall be con-
tinued, prosecuted and concluded as if this act had not been
passed.
