CHAPTER 148.

AN ACT to authorize the Burgess and Commissioners of New
Windsor to enter into a contract or agreement with the
State of Maryland, acting through the State Roads Com-
mission of Maryland or otherwise howsoever, and any person
or persons and body corporate, for the laying, construction
or building, either in co-operation or alone, through or
upon any of the public streets and highways of the town
of New Windsor, in Carroll County, any part in width or
length of a public street and highway in said town, in-
clusive of curb and gutter, of concrete, macadam or other
desirable surfacing material; and to provide for the pay-
ment of the whole or any proportionate part of the cost
thereof by the issue of the obligations of said Burgess and
Commissioners of New Windsor, and to provide for then-
liquidation by either or both assessment of the cost upon
the abutting property owners or/and the levy of a special
tax.

SECTION 1. Be it enacted and ordained by the General As-
sembly of Maryland, that the Burgess and Commissioners of
New Windsor, in Carroll County, in the State of Maryland, be
and it is hereby authorized and empowered in its discretion,
from time to time, to enter into a contract or agreement with the
State of Maryland, acting through the State Roads Commission
of Maryland, or otherwise, howsoever, and any person or persons
and body corporate, for the laying, construction or build-
ing, either in co-operation or alone, through or upon any of the
public streets and highways of the town of New Windsor, in
Carroll County aforesaid, any part, either in length or in width,
of any public street and highway inclusive of kerb and gutter,
in said town of concrete, macadam or other durable surfacing
material as the said Burgess and Commissioners of New Windsor
may, from time to time, determine.

SEC. 2. And be it further enacted, that for the purposes
aforesaid as set forth in the first section of this Act, the said
Burgess and Commissioners of New Windsor is hereby author-
ized and empowered to borrow, from time to time, on the faith
and credit of said town of New Windsor such sum or sums
of money as may be necessary to carry out the purpose of this
Act; and, from time to time, to issue the obligations of said
town in the form of bonds or certificates of indebtedness for
