to the Calahan road, to the Frostburg road, and by a straight
line due East to Big Savage Mountain, and then with the top
of said Mountain to the Lonaconing road, then by a straight
line to the mouth of Little Savage River, and thence by a
straight line to the beginning.

SEC. 3. And be it further enacted, That the polling place of
said Avilton district No. 15, shall be at some place to be selected
and designated by the Supervisors of Elections of said County,
and that for the purpose of providing for the registration of
voters in said district and the holding of election therein, the
said Supervisors of Elections shall make the necessary ap-
pointments and provide the necessary books, ballot-boxes etc.,
as are required for other election districts. All persons living
in said district who are entitled to register shall register in
said district.

SEC. 4. And be it further enacted, That this Act shall take
effect June 1st. 1922.

CHAPTER 20.

AN ACT to propose an amendment to Section 4 of Article III
of the Constitution of the State of Maryland, title "Legis-
lative Department", regulating the representation of the
City of Baltimore in the House of Delegates; and pro-
viding for the submission of said amendment to the quali-
fied voters of the State for adoption or rejection.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, three-fifths of all the members of each of the two Houses
concurring, that the following Section be and the same is
hereby proposed as an amendment to Section 4 of Article III
of the Constitution of the State of Maryland, title ''Legislative
Department", the same if adopted by the legally qualified
voters of the State as herein provided, to become Section 4 of
Article III of the Constitution of the State of Maryland.

4. As soon as may be, after the taking and publishing of the
National Census of 1900, or after the enumeration of
the population of this State, under the authority thereof, there
shall be an apportionment of representation in the House of
Delegates, to be made on the following basis, to wit: Each of
the several counties of the State, having a population of
eighteen thousand souls or less, shall be entitled to two dele-
