Mayor and Council of Crisfield shall abate the levy or rate
of taxes for City purposes aforesaid, as to all municipal tax-
payers of said City for each of said years 1920 and 1921,
respectively, from any rate which may heretofore have been
levied or attempted or intended to be levied in excess of sixty
cents (60c) upon the one hundred dollars ($100. 00, ) of the as-
sessed value of the said property to the rate of only sixty cents
(60c) upon the one hundred dollars ($100. 00) of said assessed
value and no more.

SEC. 3. And be it further enacted that any property of
any kind subject to taxation for City purposes which may have
been omitted from assessment for taxes for City purposes for
either or both of said years 1920" and 1921, and which was law-
fully liable to such assessment for either or both of said years,
may be placed by the assessors of said City of Crisfield on the
assessment and tax books of said City of Crisfield and be sub-
ject to taxation for City purposes, at the rate of sixty cents
(60c), as provided for by this Act, in the same manner and sub-
ject to the same provisions and requirements as provided in
section 84 of the Charter of the City of Crisfield for the assess-
ments therein referred to.

SEC. 4. And be it further enacted that this Act be and the
same is hereby declared an emergency law and necessary for
the immediate preservation of the public health and safety, and
being passed by an aye and nay vote supported by three fifths
of all the members elected to each of the two houses of the
General Assembly, shall take effect from the date of its passage.

CHAPTER 99.

AN ACT to legalize the Frederick City Code, containing Pub-
lic Local Laws of Maryland relating to the City of Fred-
erick and Ordinances of The Mayor and Aldermen of
Frederick, codified by Edward S. Delaplaine, Esq., in a
volume published and copyrighted in the year 1920, and
making the said volume evidence of the law.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Frederick City Code, containing Public Local
Laws of Maryland relating to the City of Frederick and
