of constructing privies and sinks, and the manner of disposing
of offal and waste products, and, in general, to pass such ordi-
nances as they may deem proper, necessary and benefical to
the town.
(B) For the purpose of carrying out the powers conferred
by this Charter, and for preservation of the cleanliness, health,
peace and good order of the community, and for the protection
of the lives and property of the citizens, and to suppress, abate,
or discontinue, or cause to be suppressed, abated or discon-
tinued, all nuisances within the corporate limits of said town,
they may pass all ordinances or by-laws from time to time
necessary: and to insure the observance of such ordinances, in

addition to the action of debt or such other civil remedies as
may exist in such cases by law for the recovery of the penalties
thereunto affixed, they may affix thereto such reasonable fines,
not exceeding fifty dollars in any case, as to them may appear
right, and in default of the payment of any fine imposed, they
may provide for the imprisonment of the offenders for a
period not exceeding thirty days, or until the fines are paid;
provided, that no ordinance shall be adopted except by a yea
and nay vote, and the names of the members of the Council
voting for and against the same shall be entered in the min-
utes.
(C) The Council is hereby authorized to pay over to the
Board of County School Commissioners of Montgomery Couu-
ty such sums as mav in the discretion of the Council be neces-

sary to be expended by the said Board of County School Com-
missioners, within the corporate limits of the town, for the
purpose of aiding in the acquisition of land for school and
playground sites; aiding in the construction, operation, and
maintenance of public school buildings; assisting in the pay-
ment of salaries of public school teachers, and generally to aid
in promoting the efficiency of the public schools located within
the limits of the town. Such sums may, for the purposes
named in this sub-section, be appropriated from the funds in
the Treasury of the town not otherwise appropriated or allot-
ted at the date of the enactment of this Charter; or such sums
may be paid from the general revenues of the town; or such
sums may be raised by creating indebtedness for the purpose
as provided in sub-section S I of this Charter.
(I)) Whenever any work of any nature is to be performed
the estimated cost of which exceeds one thousand dollars
($1,000.00), which estimate shall be entered on the minutes
