of lot numbered Four (4) in said Block numbered Twelve
(12); thence along the southerly line of said lot numbered Four
(4) to its intersection with Park Avenue; thence across Park
Avenue to the southerly line of lot numbered Nine (9) in
Block numbered Thirteen (13) of the said Gibbs and Kosack
Subdivision; thence in the same direction and with the south-
erly lines of lots numbered Nine (9), Eight (8), Seven (7),
Six (6), Five (5), Four (4), Three (3), Two (2) and One
(1) of said Block numbered Thirteen (13) to Cockerille Ave-
nue; thence southerly along the easterly line of said Cockerille
Avenue to a point opposite the southerly side of Highland
Avenue in the Pine Crest subdivision; thence straight across
Cockerille Avenue and along the southerly line of Highland
Avenue to the westerly line of Westmoreland Street; thence
along the westerly line of Westmoreland Street to the southerly
line of Second Street; thence along the southerly line of Sec-
ond Street to the aforesaid third line of the District of Colum-
bia; thence with said line reversed to the place of beginning.
Section 3. (A) Every resident of said town having the
qualifications of a voter under the laws of this State, who has
resided in said town for three months immediately preceding
the election at which such person proposes to vote, and who is
duly registered as a voter in the said town under the provisions
of the next succeeding section shall be entitled to vote in mu-
nicipal elections in the said town, and no person shall vote in
any such municipal election who does not possess the qualifica-
tions enumerated in this section; provided, however, that this
section and the next succeeding section shall not apply to spe-
cial elections held under the provisions" of Section 8 (I) of this
Charter. The residents of said town having the qualifications
enumerated in this section shall on the first Mondav in Mav

next elect one person at least thirty years of age Mayor of said
town, and three persons not less than twenty-five years of age
as Councilmen, who, together with the three Councilmen
elected at the last general election, shall constitute the Council,
all of whom shall have resided in the said town at least one
year previous to their election and be legal voters and property
owners therein. Thereafter on the first Monday of each suc-
ceeding May, beginning with the first Monday in May, 1923,
three persons possessing the qualifications herein enumerated
shall be elected as Councilmen; and every two years on the first
Mondav in May in such years, beginning with the first Monday
in May in the year 1924, one person possessing the qualifica-
tions herein enumerated shall be elected as Mayor of the said
