serve as bailiff of said town, and each of these shall hold his
office subject to the will of the Mayor and Commissioners.
And the said The Mayor and Commissioners shall have power
to fill by appointment all vacancies occurring from death, re-
moval, resignation or any other cause, in the office of Mayor,
Commissioners or any other office provided for in this Act.
SEC. 4. And be it further enacted. That the said The
Mayor and each Commissioner, the clerk and the bailiff shall
qualify by taking and subscribing the following oath, to be ad-
ministered by some justice of the peace in Allegany County,
Maryland, to wit: "I,.............................. do
swear that I will execute the office of (Mayor, Commissioner,
Clerk or Bailiff of the town of Luke, as the case may be) to
the best of my ability, without favor, partiality or prejudice, "
which oath shall be filed among the records of the town. The
Mayor of said town shall preside at all of the meetings of
the Mayor and Commissioners of Luke, and shall be entitled
to a vote upon any motion or question before them for deci-
sion. He shall execute all ordinances passed by them and he
shall be ex-officio chairman of all committees appointed by
them. The Mayor and Commissioners shall meet whenever
called by the Mayor and as often as occasion may require for
the welfare and good government of the said town, but at least
once each month. The said The Mayor and Commissioners
shall define the duties of the clerk and allow him such com-
pensation for his services as they may think proper and all
ordinances passed by them shall be entered by the clerk in a
book to be kept for that purpose and shall be open at all times"
for the inspection of any person interested; and copies of all
ordinances passed by the said The Mayor and Commissioners
shall be posted in at least three public places in said town
within thirty days after their passage. The Mayor and Com-
missioners shall likewise have full power to define the duties
of the bailiff and allow him such compensation as they may
think proper. They shall also have power to at any time
appoint such other police officers as they may deem necessary
and shall likewise have full power and authority to appoint
an attorney for the said town and allow him such compensa-
tion for his services as they may deem necessary. The said
bailiff and other policemen who may be appointed shall servo
warrants and make arrests for violation of the ordinances of
said town and it shall be their duty to preserve the peace and
good order of the said town at all times, and for these pur-
