by virtue of any writ issued out of said Police Court. That
said Clerk of said Police Court shall pay over to the County
Commissioners of Montgomery County all such' fines, penal-
ties or forfeitures so collected by him monthly on the first
Tuesday of each and every month, together with a detailed and
itemized report setting! forth the items so collected by him.
That said Clerk of the Police Court shall have the general
authority to do any and all things in connection with his duties
as Clerk of said Court as are generally imposed and required
of Clerks of Courts of a. similar nature, said Clerk, however,
may be removed from office for misconduct, inefficiency, neg-
lect or malfeasance in office by the County Commissioners, who
are hereby authorized to appoint his successor to fill out the
unexpired term. That the said Clerk of the Police Court shall
act as secretary to the Chief of the Montgomery County Police
Force, as same may be created by law, that he shall keep the
records of such Montgomery County Police Force and shall be
the general office representative of such Montgomery County
Police Force.

SEC. 13. Be it enacted, That this repeal and re-enactment
with amendments of the said Act mentioned in the title of
this Act shall not affect any act done -or any right accruing or
accrued or any suit or proceeding had or commenced in any
civil or criminal cause before such repeal and re-enactment
with amendments, but all rights and liabilities under the said
Act so repealed and re-enacted with amendments shall continue
and may be enforced in the same manner as if such repeal
and re-enactments with amendments had not been made.

SEC. 13a. Be it enacted, That all fines, penalties and for-
feitures including the cost in any and all cases, and for viola-
tions of any of the provisions of the Public General or Public
Local Laws, when paid over to the County Commissioners, the
said County Commissioners shall apply the proceeds therefrom
to the Police Fund, and all the costs incident to the operation
of the Police Court shall be paid by the County Commission-
ers out of said fund, unless said fund shall show a. deficit, then
the County Commissioners are hereby authorized, empowered
and directed to pay any cost or expenses for the operation and
maintenance for said Police Court out of its surplus fund or
miscellaneous receipts. That the Police Justice shall prescribe
rules and regulations governing the practice and procedure in
said Court, and shall prescribe the form of writs, both civil and
criminal, to be used therein. The County Commissioners shall
