the said inspector, with the approval of the Comptroller of the
Treasury, shall institute proceedings for the prosecution of all
persons, firms or corporations failing to procure a license or a
license for an adequate amount, said prosecution to be in ac-
cordance with Section 6 of this Article, and the Comptroller
of the Treasury is hereby empowered to have general super-
vision over the license laws of this State.

Provided, how-ever, that any law or part of a law under
which the State Tax Commission has exercised or may exer-
cise any authority similar to that conferred upon the State
Comptroller by this section be and it is hereby repealed to
that extent, it being the purpose of this section to concentrate
in the office of the State Comptroller the power to supervise
the issuance of all licenses issued by the clerks of the several
courts of this State, and that this power shall be exercised by
no other official.

SEC. 2. And be U further enacted, That this Act shall take
effect from and after June 1, 1922.

CHAPTER 517.

AN ACT to repeal and re-enact with amendments Section 345
of Article 27 of Bagby's Annotated Code of Maryland, title
''Crimes and Punishments."

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sect. 345 of Article 27 of Bagby's Annotated Code
of Maryland, title "Crimes and Punishments," be and the
same is hereby repealed and re-enacted with amendments so as
to read as follows:

345. Minors under the age of eighteen years, upon
conviction of any offense punishable by imprisonment, may,
in the discretion of the court or justice of the peace, in-
stead of imprisonment in the place provided for in case of of-
fenders generally, be sentenced to imprisonment, provided the
term of imprisonment does not extend over minority, in any
house of refuge or like institution within the State under po-
lice regulation, except the house of reformation, commonly
known as the house of reformation for colored children, and
no commitments shall be made to the house of reformation ex-
