be awarded within two weeks from the date of the receipt of
the bids to the lowest responsible bidder, and shall be for a
term of two years from the date of the award. The Police
Commissioner shall arrange for the payment by members of
the Department of the amounts due on uniforms in semi-
monthly instalments, provided that no member of the; Depart-
ment below the rank of sergeant shall be required to pay more
than $2.00 every pay-day. The articles for which the Police
Commissioner may contract as herein provided shall include
coats, dress-coats, overcoats, blouses, trousers, vests, hats, caps
and all other articles of wearing apparel which are properly a
part of the uniform and no other.
The Police Commissioner shall cause a list of all articles
of clothing contracted for, together with the price of each, to
be posted in a conspicuous place in each station-house in Bal-
timore City.
749. Whenever a vacancy shall take place in any grade of
officers, it shall be filled from the next, lowest grade, and detec-
tive lieutenants shall be eligible to appointment as captains as
fully as if they were lieutenants in the regular force; the Police
Commissioner is authorized to make all such rules and regula-
tions not inconsistent with this subdivision of this article as
he may judge necessary, for the appointment and employment,
uniforming, discipline, trial and government of the police and
detectives; said Commissioner shall have power to require of
any policeman, officer of police or detective, bond with sureties
when he may consider it demanded by the public interests. All
lawful rules and regulations of the Commissioner shall be
obeyed by the policemen, officers of police and detectives on
pain of dismissal or such lighter punishment as may be pre-
scribed by the said Commissioner; and the said Commissioner
shall have power to suspend from duty, fine or forfeit the pay
of any officer or policeman, or suspend any rule or regulation
made and adopted by him.
757. No inspector or any other officer of the police force
shall release any person committed or confined in any of the
station-houses for any felony or misdemeanor, except as here-
inafter provided, or except as authorized by Sections 631 and
632F of this Article, but all such persons shall be released only
on the order of the committing; justice, the judge of the crim-
inal court or the Police Commissioner, or other lawful process.
763. The said Police Commissioner is authorized, empow-
ered and directed to grant leave of absence, with pay, for a
