Article be and the same are hereby repealed and re-enacted
with amendments, so as to read as hereunder:

74()A. The said Police Commissioner may at any time, sub-
ject to removal by him at bis pleasure, designate some mem-
ber of the police force to be Acting Police Commissioner. In
case of the absence or disability of the Police Commissioner

without bis having designated an Acting Commissioner, the
Chief Inspector of Police, or, in case of bis absence or dis-
ability, the next ranking officer, or where there are two such
officers of equal rank, the senior officer in date of appointment,
shall be Acting Commissioner while such absence or disability
continues. An Acting Police Commissioner shall receive no
extra compensation for services as such. Such Acting Police
Commissioner shall have, during the time in which be acts as
Police Commissioner, all the powers and duties conferred by
statute upon the Police Commissioner.

741. In case of the death, resignation, removal or disquali-
fication of the Police Commissioner, the Governor shall ap-
point a successor for the remainder of the term so vacated, sub-
ject to the provisions of Section 740 of this Article and of the
Constitution of the State.

742. The said Police Commissioner shall select some suit-
able person to act as secretary to the Commissioner, whose duty
it shall be to take charge, by direction of the Commissioner,
of all property seized or found by the police or detectives and
to perform all clerical and proper duties required of him by
said Commissioner; and it shall be the further duty of said
secretary to perform all clerical duties devolved upon said
Commissioner by law in connection with all the elections held
in said city as may be required of him by said Commissioner;
said secretary shall enter into bond to the State of Maryland
in the same manner as is by law prescribed for said Commis-
sioner in the sum of five thousand dollars, conditioned for the
faithful discharge of his duties aforesaid, and the safekeeping
of all property placed in bis hands as aforesaid, and shall re-
ceive the salary of thirty-five hundred dollars ($3,500) per
annum, payable monthly.

743. The Police Commissioner is hereby authorized to
employ an additional officer, to be known as assistant secretary
to the Commissioner, whose salary shall be twenty-three hun-
dred dollars ($2,300) per annum, payable monthly: and the
said Commissioner is also hereby authorized to employ four
