and who shall be a registered voter of Prince George's County,
shall be qualified to vote for all elective offices of said town;
and the judges of election shall be the sole judges of the right
of any person to vote in any election.
SEC. 5A. For the purpose of determining whether the citi-
zens of Berwyn desire to incorporate at the election to be held
under the provisions of Section 19 of this Act, all citizens liv-
ing within the limits proposed herein to be incorporated as the
town of Berwyn above the age of twenty-one years and who
shall have resided within said limits intended to be incorporated
for one year prior to the time of the election as provided for in
Section 19 of this Act and who shall be freeholders shall be
entitled to vote at said election; and all other citizens above the
age of twenty-one years who shall have resided within said lim-
its intended to be incorporated and who shall be registered vot-
ers of Prince George's County shall be qualified to vote as pro-
vided for in Section 19 of this Act.
SEC. 6. Elections for town officers, except as hereinafter
provided for the first election hereunder, shall be held on the
first Monday in May at a place or places to be designated by the
Commissioners, at which election the polls shall remain open
from two o'clock until eight o'clock P. M.
The election shall be conducted by three judges of election
and two clerks to be appointed by said Commissioners. At
least five days before any election the said Commissioners shall
cause to be posted in three public places in said town the notice
of said election, designating the place or places of voting, the
hours the polls are open and the names of the judges and
clerks. In the event any judge or clerk after appointment is
unable or declines to serve the remaining judges shall name
someone to take his place. Suitable ballot boxes, polling places
and printed ballots shall be provided by the said Commis-
sioners. Any person desiring to become a candidate for any
elective office, shall at least ten days before election file, or
cause to be filed with the Commissioners, the Chairman or
Clerk thereof, a petition stating that he or she is a candidate
for the office, which petition must be signed by such person and
endorsed by at least five persons entitled to vote in the next
town election. Upon the filing of such petition the Commis-
sioners shall print such person's name on the ballot. Imme-
diately upon the closing of the polls the ballots shall be publicly
counted and the said judges shall within two days thereafter
make a true and correct return of the votes so cast, in a sealed
