the majority of "them, at private sale, upon the best terms they
can obtain for the same; provided they shall not be sold for
les than par and accrued interest, and provided further that
said Board of County Commissioners and said Commission in
their discretion shall have the right to reject any and all bids.

SEC. 16. And be U further enacted. That the said Board of
County Commissioners and said Commission is hereby author-
ized to expend from the monies realized from the sale of said
bonds so much as may be necessary in payment of the expense
of engraving, printing and other outlays in connection with the
issue of the loan hereby authorized and for the payment of the
advertising directed by this Act and all other incidental ex-
penses connected with the execution of its provisions in con-
nection with said loan.

SEC. 17. And be it further enacted, that this Act shall take
effect on the first day of June 1922.

CHAPTER 486.

AN ACT to repeal and re-enact with amendments Section 5
of Article 62 of the Annotated Code of Maryland, title
"Marriages," as said section was amended by Chapter
549 of the Acts of 1920, providing that no marriage license
shall be issued where both of the contracting parties are
non-residents of the State until the expiration of forty-
eight (48) hours after application has been made for same.
