and lighting and water fixtures, and the contract for enlarg-
ing or permanent improvement of and equipping with heating
plant and lighting and water fixtures old public school build-
ings, to the lowest bidder therefor, after the said Board of
Education shall have advertised for bids therefor, and the
said Board of Education shall require the successful bidder or
contractor to whom the work is awarded to make a contract
in writing for the faithful performance of his work, and in the
said contract the said builder or contractor shall agree, as part
of his contract, to pay for all labor employed by him on such
building and for all materials used in the construction of and
equipping of the same, and shall give bond for the faithful per-
formance of his contract, including the payment for all labor
and material, such bond to be approved by the said Board of
Education and by said Board of County Commissioners, and
said Commission, and the said bond shall be given to the State
of Maryland as obligee and shall be subject to suit by the said
Board of Education, or by any person interested in the faithful
performance of said contract.

SEC. 6. And be it further enacted, That before the sau*
Board of County Commissioners and said Commission shall
pay over to the said Board of Education any money for the
erection and equipping of any new school building or for
enlarging and equipping or permanent improvement of any
old school building, the said Board of Education shall first
file with the said Board of County Commissioners a full and
detailed statement wherefrom it shall clearly appear that the
money to be paid hereunder shall be sufficient to accomplish
the respective purposes for which it is appropriated.

SEC. 7. And be it further enacted, That the provisions of
this Act shall be construed as additional and supplementary to
and not in substitution for or in conflict with any of the pro-
visions of the General Laws of the State of Maryland relating
to public schools and the powers of the State Superintendent
of Schools under the provisions of said General Laws.

SEC. 8. And be it further enacted, That the Board of County
Commissioners of Howard County and said Commission shall
use for the improvement of such public roads in said county
as the said Board of County Commissioners and said Commis-
sion may designate for improvement, such sum or sums of
money as they may consider for the best interest of the county,
until the whole sum of Five Hundred and Fortv Thousand
