levied on curbs unless constructed of concrete or material equal-
ly substantial.

Special assessments levied under the authority of this section
shall be collected in the same manner as other taxes in the City
of Havre de Grace and be subject to the same penalties for
non-payment.

SEC. 341-B. And be it further enacted, That the Mayor and
City Council of Havre de Grace shall have the power to pass
ordinances that the road bed of any street within said city
shall be open and made safe for the public travel to the full
width of the street from curb to curb, after the said curb
lines, etc., shall have been established.

SEC. 2. And be it further enacted, That this Act is an
emergency Act and is necessary for the immediate safety and
preservation of the people, and three-fifths of the members of
both houses of the Legislature having concurred therein shall
take effect from the date of its passage.

CHAPTER 480.

AN ACT concerning the taking of depositions in this State to
be used in any foreign jurisdiction and to make uniform the
law with reference thereto.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That three additional sections are hereby enacted to fol-
low Section 36 of Article 35 of Bagby's Code of Public General
Laws of Maryland and to be known as Sections 36A, 36B, and
36C as follows:

Section 36A. (Authority to Act.) Whenever any mandate,
writ or commission is issued out of any court, of record in any
other State, territory, district or foreign jurisdiction, or when-
ever upon notice or agreement it is required to take the testi-
mony of a witness or witnesses in this State, witnesses may be
compelled to appear and testify in the same manner and by the
same process and proceeding as may be employed for the pur-
pose of taking testimony in proceedings pending in this State.

Section 36B. (Uniformity of Interpretation.) This Act
shall be so interpreted and construed as to effectuate its general
