1002 LAWS OF MARYLAND. [CH. 451

26. All the streets, alleys, lanes and public grounds in said
town of Betterton shall be subject, however, at all times for
municipal and police purposes, to the control of the Commis-
sioners of Betterton, who may establish, maintain, alter and
repair said streets, alleys lanes and public grounds, and make
such improvements thereof and thereon as may, from time to
time, seem to be necessary as herein provided, and the County
Commissioners of Kent County shall annually on or before the
first day of January 1923, and every year thereafter, pay over
to the Commissioners of Betterton the sum of three hundred
dollars ($300), so that the Commissioners of Betterton may
receive and disburse the said amount for the purpose of keep-
ing in repair the public ways of said town of Betterton.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1922.

Approved April 13th, 1922.

CHAPTER 451.

AN" ACT to repeal and re-enact with amendments Chapter 15
of the Acts of 1920, relating to advertising or publishing
annual reports or statements by the County Commissioners
and the County Board of Education.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Chapter 15 of the Acts of 1920 be and it is hereby
repealed and re-enacted with amendments, to read as follows:

1. The Board of County Commissioners of Garrett County
and the Board of Education of Garrett County, jointly or
separately, are required to publish during the month of Novem-
ber next succeeding the close of the fiscal year of each board,
annual statements of all recipts and expenditures of the re-
spective boards, the sarnie to be sworn to by the presidents of
the said respective boards. The aforesaid publications shall
be made in the county newspaper which submits the lowest bid
for publishing the annual statements herein required; if the
bids so received from county newspapers for such publication
are too high according to the judgment of the Board of County
Commissioners or the County Board of Education, either joint-
ly or separately, then in lieu of such publication in a county
newspaper, the Board of County Commissioners of Garrett
