gress until the 4th, when it was finally reported,
passed, and ordered to be proclaimed.
We have no document at hand, whereby to
ascertain precisely who were present in con-
gress upon the passage of this important mea-
sure. The delegation from Maryland, at the
time, consisted, as has been shown, of Matthew
Tilghman, T. Johnson, jr. R. Goldsborough,
William Paca, Samuel Chase, Thomas Stone,
K. Alexander; and J. Rogers, esq. but which of
them were present upon the occasion, dots not
appear by the journals. The parchment upon
which the declaration was made out for the
purpose of being signed, was not prepared for
some time; and when it was, the same mem-
bers were not in all cases attending. The con-
sequence is, that several of the Maryland dele-
gation, who were justly entitled to the distinc-
tion of having their names upon that docu-
ment, does not there appear. The names which
appear from Maryland, are—
SAMUEL CHASE, WILLIAM PACA, THOMAS
STONE, and CHARLES CARROLL, of Carrollton.
Upon Mr. C. Carroll, of Carrollton's return
to Maryland he was added to the Maryland
delegation to congress.
On the 18th July, 1776, according to the
journals of congress, the delegates from Mary-
land laid before that body the credentials of a
new appointment made by their convention at
Annapolis, July 4th, 1776, wherein they name
