and received in the same manner as other expences incurred in the execution of this act provided
that such allowance shall not exceed ten per cent. on the amount to be collected.

An ACT relating to the town of Havre-de-Grace.

WHEREAS the commissioners or the town of Havre-de-Grace have represented, by their me-
morial to this general assembly, that it would greatly tend to the improvement of said town
to permit foreigners to hold lots therein; and the same being reasonable, therefore,

Preamble.

II. BE IT ENACTED, by the General Assembly of Maryland, That any foreigner may, by deed OP will
hereafter to be made, take and hold lots within the said town of Havre-de-Grace, in the same man-
ner as if he was a citizen of this state, and the same lots may be conveyed by him, and may be
transmitted to, and be inherited by, his heirs, as if he and they were citizens of this state; pro-
vided, that no foreigner shall, in virtue hereof, be entitled to any further or other privileges of a

citizen.

CHAP. XXX.

Foreigners may-
hold lots,. &c.

A Supplement to the act, entitled, An act: to authorise the laying out
a public road from Thomas Underhill's mill, to intersect the road
leading from John Neal's to John Coxe's, in Harford county.

January, 1803.

WHEREAS it is represented, by the petition of sundry inhabitants of Harford county, that
the road, as laid out under the act; to which this Is a supplement, is in one place over ground
so sideling and full of rocks that it cannot be made without an enormous expence, and in other
places by no means as well as it may be made with the leave of the holders of the land, and praying
that the same may be reviewed; said the same being reasonable, therefore,

II. BE IT ENACTED, by the General Assembly of Maryland That the levy court of Harford county be
and they are hereby authorised and empowered to appoint three commissioners, a majority of whom
are hereby empowered to review the said road, and to alter the same at their discretion, taking into
view as well the disadvantages which may result to Individuals by reason of the road so altered run-
ning over his or their land, as the convenience of the public, so as to make such alteration of the
running of the said road, if any such there be, with as little injury to private property as will com-
port with the public convenience; and the said commissioners, or a majority of them, shall and they
are hereby required to return a plot of said road as altered, in case there be any alteration, to the
clerk's office of said county, and the same shall be there recorded; and the supervisor or supervisors
hereafter to be appointed upon said road under the original act, shall open the same agreeably to
such plot to be returned by the commissioners of review as aforesaid, and shall keep the same in re-
pair; provided that the assent, in writing, of every person over whose land the said road may pass,
in case the same shall be altered, shall be first had and obtained, and returned to the levy court of
said county; and provided also, that nothing herein contained shall authorise said commissioners of
review to alter the running of the said road so as to pass over the lauds of any infant, or person
non compos mentis.

III. AND BE IT ENACTED, That the commissioners of review appointed under this act shall have
the same allowance for every day they shall severally attend to discharge the duties hereby imposed,
as the commissioners were entitled to under the said original act.

CHAP. XXXI.

Their allow-
ance.

An ACT to authorise the trustees and other members of the German
catholic church in the precincts of Baltimore to raise a sum of
money by lottery for finishing said church.

WHEREAS it is represented to this general assembly, by the petition of the trustees and other
members of the religious society of people denominated St. John's German Catholic Church,
that they having heretofore purchased a lot of ground in the precincls of the city of Baltimore, and
erecled thereon a house for public worship, and the subscriptions heretofore obtained for finishing
said building having proved inadequate, that large debts have been already Incurred by the congre-
gation, and that from the moderate circumstances of the members thereof they are unable to finish
said
