C H A P. LXXX.

Passed 31st of
Dec. 1801.

An ACT to authorise the appointment of visitors of the gaol in
Baltimore county.

Court to ap-

BE IT ENACTED, by the General Assembly of Maryland, That the justices of the levy court of
Baltimore county be and they are hereby authorised and required, at their meeting in Janu-
ary next, and at their annual meeting in the month of October, during the continuance of this act,
to appoint eight discreet persons, four of whom shall be residents of the county, and four of the
city of Baltimore, to visit and inspect the gaol of Baltimore county.

Who shall
visit the gaol,
&c.

II. AND BE IT ENACTED, That it shall be the duty of the said persons so appointed, and they
or any two or more of them, are hereby authorised and required, to visit and inspect the gaol of
Baltimore county, and the several apartments thereof, in which debtors or criminals, or persons
charged with criminal offences, shall or may be confined, and to deliver, or cause to be delivered,
unto the gaoler, or his deputy, for the use and relief of the persons so confined, any article of
wearing apparel, bedding, provisions, medicine, or any other thing which the humane and bene-
volent may from time to time collect or send to the said visitors for the use, relief and comfort
of the prisoners so as aforesaid confined

III. AND BE IT ENACTED, That the said visitors, or any two or more of them, shall, and they
are hereby authorised and required, to visit said gaol once in every month, or oftener if they shall
deem it necessary, for the purpose of inspecting the said gaol, and the several apartments thereof
and the condition of the cloathing, bedding and provisions, of the persons therein confined, and.
every matter or thing which shall or may appear to the said visitors necessary or conducive to the
health and comfort of the persons so confined, according to their respective situation, disposition
and circumstances.

To be freely
admitted, &c.

IV. AND BE IT ENACTED, That the sheriff or keeper of the said gaol, or his deputy, are here- ,
by enjoined and required, freely to admit, at all times, the said visitors to visit and inspect the
said gaol, and the several apartments thereof, for the benevolent purposes contemplated by this,
act; provided always, that nothing herein contained shall be construed to impair the authority
heretofore exercised by the sheriff or gaoler respectively over said gaol, and the persons confined
therein, under the existing laws of this state.

Keep fair mi-
nutes, &c.

V. AND BE IT ENACTED, That the said visitors shall keep fair and regular minutes of their
proceedings, and lay the same, before the levy court at their annual meeting aforesaid.

And continue
one year.

VI. AND, in order to render the duties required by this law as easy as maybe, BE IT ENACTED
That the said levy court shall not appoint any one person a visitor of said gaol for a longer time
than one year in any three succeeding years, without his consent.

Duration.

VIL AND BE IT ENACTED, That this act shall continue, and be in force until the thirtieth day
of October, eighteen hundred and five, and until the end of the next general assembly that shall
happen thereafter.

G H A P. LXXXI.

A Further supplement to the act, entitled, An act for the opening
of Second-street in the city of Baltimore

Preamble

WHEREAS it appears to this general assembly, by the petition of sundry inhabitants of the
city of Baltimore, that the operation of the act of assembly passed at November session,
one thousand seven hundred and ninety-eight, entitled. An act for the opening of Second-street,
in the city of Baltimore, and of an act of assembly passed at November session, one thousand
seven hundred and ninety-nine, entitled, A supplement to the act, entitled, An act for the open-
ing of Second-street, in the city of Baltimore, is partial and oppressive in imposing the whole ex-
pence of opening the said street only upon those persons resident or holding property in said,
street, between Gay-street and South-street, and upon those persons holding houses or lots in and
upon Second-street, between South-street and Frederick-street, and upon persons holding proper-
ty in South-street ; for remedy whereof
