TUESDAY, December 20, 1808.
THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
The resolution in favour of John Wilkins, and the message in reply to the message of the senate negativing
the resolutions disapproving the embargo, were sent to the senate by the clerk.
The engrossed bills from No. 1 to 42, inclusive, were read, assented to, and sent to the senate by the clerk,
Mr. Baer, from the committee of claims, delivers to the speaker the following report:
THE communication of the executive of the 8th instant, transmitting an account of the contingent expenses
of government for the last year, being referred to the committee of claims, they have examined the same, and
find, by an account accompanying the communication, that the whole of the contingent fund has been exhausted
by the extraordinary expenses of the year, and that unless a further appropriation be made, the executive would
be subject to great embarrassment, as there remains a number of claims against them unsatisfied; therefore,
RESOLVED, That the executive be and they are hereby authorised to draw on the treasury of the western
shore for a sum not exceeding ———— dollars, out of any money not otherwise appropriated, to defray the
unsatisfied claims arising during the lust year.

The bill for the relief of John M'Mullen, of Caroline county, was read the second time, passed, and sent
to the senate by the clerk.
A petition from Jacob Penn, of Anne-Arundel county, praying to be supported out of the poors house, was
preferred, read, and referred to Mr. Belt, Mr. Hodges ana Mr. O. Williams, to consider and report thereon.
A petition from Sarah Clopper, of the city of Baltimore, praying a divorce, was preferred, read, and re-
ferred to Mr. R. Steuart, Mr. Harryman and Mr. Stansbury, to consider and report thereon.
Mr. Forwood, from the committee, delivers to the speaker a bill, entitled, An act authorising the levy court
of Harford county to levy a sum of money for the purpose of amending and repairing the road therein mention-
ed; which was read the first time and ordered to lie on the table.
Mr. M'Mahon, from the committee, delivers to the speaker a bill, entitled, An act to establish and confirm
certain acts done by justices of the peace in Allegany county; which was read the first and second time by espe-
cial order, passed, and sent to the senate by the clerk.
Mr, Wilson, from the committee, delivers to the speaker a bill, entitled, An act authorising the register of
wills of Worcester county to deliver up to William Delesiatius the testament and last will of his father Joseph
Delestatius, lately deceased; which was read the first and second time by especial order, passed, and sent to
the senate by the clerk.
The amendments proposed to the bill to lay out and open a road in Prince-George's county and part in Mont-
gomery county, were read the second time, agreed to, and the bill ordered to be engrossed.
A petition from sundry inhabitants or Harford county, praying a law may pass authorising a gate to be erect-
ed in the lane at or near the line between the lands of James Philips and William Osborn, and to compel the
inhabitants below to keep their horses, horned cattle, sheep and hogs, within their own enclosures, was pre-
ferred, read, and referred to Mr. Davis, Mr. Sanders and Mr. Streett, to consider and report thereon.
Mr. P. Stuart, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of Francis Johnson, of the city of Baltimore, report,
that they have considered the same, and find, from sufficient testimony, that the petitioner was a private in the
Maryland line, and your committee, believing that he is well worthy of the aid and protection of his country,
submit the following resolution:
RESOLVED, That the treasurer of the western shore be and he is hereby authorised and directed to pay to
Francis Johnson, late a private soldier in the Maryland line during the revolutionary war, a sum of money, in
quarterly payments, equal to the half pay of a private

Anne-Arundel county from John Crow's mill to Mary Pue's lane; which was read the first time and ordered to
lie on the table.
A petition from Henry Brown, of the city of Baltimore, praying a special act of insolvency, was preferred,
read, and referred to Mr. Bland, Mr. R. Steuart and Mr. Hodges, to consider and report thereon.
A petition from sundry inhabitants of Caroline county, praying some alteration in the laws respecting the
poor, was preferred, read, and referred to the committee appointed for a similar purpose.
A petition from John C. Bond, of Harford county, praying to be released from the nine per cent, interest
imposed on him by law, was preferred, read, and referred to Mr. Sanders,. Mr. Streett and Mr. Davis, to con-
sider and report thereon.
