therein named were empowered, after the condemnation of so much as was necessary for the continuance of
Calvert-street through the said lot of ground, to value and dispose of so much of the residue thereof as they
should determine to be proper, by virtue of which law the commissioners determined that it was proper that
the whole, lot of ground should be kept and remain open for the use and benefit of the public; accordingly they
proceeded to sell and dispose of the said ground to those persons who had built houses fronting the said public
ground, upon condition that the same should remain open and unbuilt upon, except the said William Gwynn,
who refused to purchase upon such terms. Your committee therefore conceive that for as much as the said com-
missioners have determined to keep the said lot of ground entirely open, and the said William Gwynn purchased
with a knowledge of all circumstances, that the prayer of the said memorialist, William Gwynn, is unreasona-
ble and ought not to be granted. All which is submitted.

Which was read.

The clerk of the senate delivers the bill annulling the marriage of Elizabeth K. M'Kay, of the city of Balti-
more, and the bill to alter and change the name of Catherine Dimmett to Ringgold, severally endorsed, " will
pass. " Ordered to be engrossed. The bill to lay out and make-public an old road in Harford county, endorsed,
will pass with the proposed amendment; " which amendment was read, agreed to, and the bill ordered to be
engrossed. And the bill authorising Jasper E. Tilly, late sheriff" of Anne-Arundel county, to complete his
collection, endorsed, " will pass with the proposed amendment, " which amendment was read.

The bill to extend the time tor the president, managers and company, of the Falls turnpike road, to complete
the said road, the bill to lay out and open a road in Caroline county from near Cain Ross's plantation, to intersect
the state line at or near Brown's chapel, were read the second time, passed, and sent to the senate by the clerk.

ORDERED, That the bill in favour of Elam Miller of Baltimore county, be recommitted for amendment.

The bill to authorise certain commissioners to lay off a town in Montgomery county, by the name of Brooke-
ville, was read the second time and passed.

The house proceeded to the second reading of the bill to tax bank stock within this state, and for other pur-
poses, and the question was put, That the following be added to said bill? to wit: " And be it enacted, That
all bachelors or unmarried male persons, over the age of thirty years, shall be fined twenty dollars annually, to
be paid and applied agreeably to the provisions of this act. " Determined in the negative.

The question was then put, Shall the said bill pass? The yeas and nays being required, appeared as follow:

Mr. Davis, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of sundry inhabitants of Harford County, praying for a
road to Swan creek, on or near the line between two tracts of land, one called Sidney Park, the other known by
the name of The Glebe, having taken the same into consideration, report, that it is not expedient, under exist-
ing circumstances, to act finally on said petition; your committee therefore recommend the further consideration
of it to the next general assembly.

By order, N. MARTIN, clk.

Which was read the first and second time by especial order and concurred with.

The house adjourns until Monday morning 9 o'clock.

MONDAY, December 10, 1808.

THE house met. Present the same members as on Saturday, except Mr. T. N. Williams. The proceedings
of Saturday were read. Mr. Hodges appears in the house.

the bill for the appointment by the people of the justices of the levy courts in the several counties of this
state, and the hill to authorise commissioners to lay off a town in Montgomery county, by the name of Brooke-
ville, were sent to the senate by the clerk.

The further supplement to an act, entitled, An act for the valuation of real and personal property within this
state, and the bill to repeal part of an act to lay out, straighten and confirm, a certain road in Harford county,
passed at November session, eighteen hundred and seven, were read the second time, passed, and sent to the
senate by the clerk.
