Mr. Bland, from the committee, delivers to the speaker a bill, entitled, An act to make a further provision for the
erection of a new court-house for Baltimore county; which was read the first time and ordered to lie on the table.
Mr. Porter, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of John M'Cay, late a soldier in the revolutionary war.
beg leave to report, that they have had the same under their consideration, and find, from ample testimony, that
the petitioner was a sergeant in the first Maryland regiment in the year 1776, and was a lieutenant in the Ma-
ryland line from the 1st January, 1781, in which station he continued until the end of the war, and that he now
labours under many infirmities, being upwards of sixty years of age, and is rendered unable to support his fami-
ly any longer by his industry, being afflicted with the palsy; with this view of his case, your committee are un-
der the impression, that it becomes the special duty of a dignified state, to provide for and cherish the unfortu-
nate soldier, who spent the prime of his life in fighting the battles of his country, and defending her liberties,
and recommend the following resolution:
RESOLVED, That the treasurer of the western shore be and he is hereby directed and required to pay to John
M'Cay, late an officer in the revolutionary war. belonging to the Maryland line, or to his order, in quarterly
payments, a sum of money equal to the half pay of a lieutenant, as a provision to him in his indigent situation
and advanced life, and as a further remuneration to him tor those services by which his country has been so es-
sentially benefitted. All which is submitted.

THURSDAY, December 15, 1808.
THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
The bill to enlarge the powers of. the trustees of the poor in Somerset county, the bill annulling the marriage
of William Hines, and Mary his wife, of Washington county, the resolution in favour of Robert C. Stone, and
others, and the resolution in favour of Thomas Williams, were sent to the senate by the clerk.
A petition from Susannah Beamer, of the city of Baltimore, praying a divorce, was preferred, read, and re-
ferred to Mr. R. Steuart, Mr. Harryman and Mr. Bland, to consider and report thereon.
The clerk of the senate delivers the bill to establish and confirm certain acts done by persons holding offices
of trust or profit under the government of the United States, and the bill to authorise the levy court of Prince-
George's county to grant a commission to mark and bound the land therein mentioned, severally endorsed,
will not pass. " Also a bill, entitled, A supplement to the act, entitled, An act for quieting possessions and
securing and confirming the estates of purchasers, endorsed, " will pass; " which was read the first time and
ordered to lie on the table. Aud a letter from the register of the land-office, enclosing an account of taxes re-
ceived by him for the last year; which was read.
A petition from Jasper E. Tilly, late sheriff of Anne-Arundel county, praying further time to complete his
collection, was preferred, read, and referred to. Mr. O. Williams, Mr. Belt and Mr. Merriken, to consider and
report thereon.
Mr. Herbert, from the committee, delivers to the speaker a Bill, entitled. An act for the benefit of the children of
Isaac Lansdale, deceased, of Prince-George's county; which was read the first time and ordered to lie on the table.
The bill for the relief of Jacob Bantz, of the city of Baltimore, was read the second time, passed, and sent
to the senate by the clerk.
On motion, the question was put, That the house reconsider the bill annulling the marriage, of Charles H.
Tunis, and Harriet his wife, of Anne-Arundel county? Resolved in the affirmative.
Which being read throughout, the question was put, Shall the said bill pass? The yeas and nays being re-
