A petition from George Dobbin, of the city of Baltimore, praying he may be permitted to sell in this state
tickets in the lottery of Pennsylvania for the encouragement of useful arts, was preferred, read, and referred to
Mr. Little, Mr. T. Dorsey and Mr. Steuart, to consider and report thereon.
A petition from John Mitchell, late sheriff and collector of Caroline county, praying a further time to com-
plete his collection, was preferred, read, and referred co Mr. Jump, Mr. Bayard and Mr. Boon, to consider and
report thereon.
Mr. Henry, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of Elizabeth Barrow, having taken the same under consi-
deration, and are of opinion that the prayer of the petitioner is just and reasonable, and ought to be granted,
and beg leave to submit the following resolution:
RESOLVED, That all proceedings against Elizabeth Barrow, and securities, on a judgment obtained by this
state against them for the purchase money due this state of part of the Choptank Indian lands, be and the same
are hereby suspended and stayed until the first day of January,, eighteen hundred and nine.

Mr. Davis, from the committee, delivers to the speaker the following report r
THE committee to whom was referred the petition of sundry inhabitants of Harford county, praying that
part of a road leading from Deer creek to the town of Belle-Air, may be altered and amended from a place on
said road known by the name of Waldrun's house, to the town of Belle-Air, and also the petition of sundry
inhabitants of said county, counter thereto, have hud the same under their consideration, and find, that the in-
terest of minors may be affected by said road; for that, and other reasons suggested by the counter petitioners,
your committee are of opinion, that it is not expedient, at the present, time, to open said road, and that the pe-
titioners ought to have leave to withdraw their petition.

Which was read the first and second time by especial order and concurred with.
The following order was read.
ORDERED, That the committee of claims allow to each member of the legislature, during his attendance on
the session, the amount of their respective postage accounts on letters received.
And the question put, That the house assent to the same? Determined in the negative..
The following resolution was read.
RESOLVED, That from and after the present session the postage established by the act of congress, entitled,
An act to establish the post-office and post-roads within the United States, shall be allowed and paid out of the
treasury of the western shore on all letters and packets, not exceeding two ounces in weight, to and from any
member of the senate or house of delegates, clerk of the senate and citric of the house of delegates, during their
attendance in any session of assembly; provided, that all accounts of postage as aforesaid shall be supported by
vouchers from the postmaster at the seat of government, with his receipt thereon, and passed to the credit of
such member or clerk respectively by the committee of claims, and placed on the journal of accounts annually.
And the question was put. That the house assent to the same? Determined in the negative.
The clerk of the senate delivers the bill to authorise the levy court of Anne-Arundel county to assess and
levy a sum of money for the purposes therein mentioned, the bill to confirm and make public, a certain road there-
in mentioned, and the bill authorising the drawing of a lottery for the benefit of the College of Medicine of Ma-
ryland, severally endorsed, " will pass. " Ordered co be engrossed. The bill authorising a lottery for raising a
sum of money for the purposes therein mentioned, endorsed, " will not pass. " Also the following message:
By the SENATE, January 11, 1808.
Gentlemen of the House of Delegates,
WE decline reconsidering the bill mentioned in your message of the 2d instant, entitled, An act authorising
a lottery for raising a sum of money for the purposes therein mentioned.
We do not consider Littleton Dennis Teackle, who resides on the eastern shore of the state of Maryland,
and Benjamin Stoddert, who resides altogether out of the state of Maryland, as proper persons to be appointed
to superintend the improvement of a road leading through the counties of Anne-Arundel and Prince-George's,
in the state of Maryland.
That the appropriation of the money to be raised by this lottery ought, by the provisions of the law that authorise
the raising of it, to be confined to such parts of the road contemplated as passes through the state of Maryland.

By the SENATE, January 11, 1808.
RESOLVED, That the senate do appoint a committee, who shall act in conjunction with such committee as the
house of delegates may choose to appoint, to inquire into the state of our laws regulating the election of mem-
bers to congress, and that such committee have leave to report by bill or otherwise.
