Mr. Streett, to consider and report thereon.
The bill to appoint and authorise commissioners to review and lay out the road therein mentioned in Harford
county, was read the second time and passed.

By the HOUSE of DELEGATES, January 2, 1803.
Gentlemen of the Senate,
WE send you back the bill, entitled, An act authorising a lottery for raising a sum of money for the purposes
therein mentioned. The object of this law appears to us to be of importance to a large proportion of the state
in as much as the money to be raised will be applied to making good the nearest route from the city of Annapolis
to the seat of government of the United States. We should be averse to sanctioning the principle of raising
money by way of lottery for trifling purposes, but when a state object can be attained, we think good policy
would dictate the measure, and viewing this in that light, we trust, upon reconsideration, the bill will obtain
the concurrence of your house.
By order, J. BREWER, clk.
On motion, the question was put, That leave be given to bring in a bill, entitled, An act to alter and abolish
such parts of the constitution as relate to elections by ballot, and for other purposes therein to be mentioned?
The yeas and nays being required, appeared as follow:
