VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1807. 53

A petition from sundry inhabitants of Frederick county, praying for a road, to commence at the road. passing
near Apple's Church through Smith's Gap in the South Mountain, from thence by a large spring near said church,
thence through Casper Young's and George Seises plantations to the north end of a line of the land called The
Resurvey on Content, and with it to the great road leading from Hagar's-town to Baltimore, was preferred,
read, and referred to Mr. Kuhn, Mr, Shriver and Mr. Biggs, to consider and report thereon.

The house proceeded to ballot for two directors in the Farmers Bank of Maryland, and the ballots being de-
posited in the ballot box, the gentlemen named to strike retired, and after sometime returned and reported,
that William Kilty and William Hayward were elected.

Whereupon RESOLVED, That William Kilty and William Hayward be, and they are hereby declared to be,
directors on the part of this state for the ensuing year in the Farmers Bank of Maryland.

Mr. Bruce, from the committee, delivers to the speaker a bill, entitled, A supplement to an act authorising
the collection of certain ground-rents due on lots in the town of Cumberland; which was read the first time and
ordered to lie on the table.

Mr. Kuhn, from the committee delivers to the speaker a bill, entitled, An act to open a road to Graceham,
in Frederick county; which was read the first time and ordered to lie on the table.

ORDERED, That the second reading of the further additional supplementary act to the act, entitled, An act
for quieting possessions, enrolling conveyances, and securing the estates of purchasers, be postponed until Fri-
day next.

A petition from Robert Dawson, of Queen-Anne's county, praying a special act of insolvency, was preferred,
read, and referred to Mr. J. E. Spencer, Mr. Sudler and Mr. C. Dorsey, to consider and report thereon.

Mr. Shaaff, from the committee, delivers to the speaker the following report:

THE. committee to whom was referred the memorial of Jeremiah Townley Chase, chief judge of the third ju-
dicial district, report, that they have taken the same under consideration, and are of opinion that the applica-
tion of the memorialist is reasonable, and ought to be granted.
The committee further report, that an act passed the last session of assembly, entitled, An act concerning
the chancery court, by which certain chancery duties were imposed upon the chief judge of the third judicial
district, or the court thereof, at the election of the complainant, and by the said law the chancellor is autho-
rised to require the opinion of the said judge on any question of law which may arise in chancery, and in
which, according to the usual practice, such opinion may be thought necessary; these duties are, in the opinion
of the committee, in no manner connected with the office of the memorialist, and ought not to be required of
him without an adequate compensation, and no compensation has yet been made by the legislature. The com-
mittee, for these reasons, think that the following resolution ought to be adopted by the house.

Whereas certain duties are imposed upon the chief judge of the third judicial district, by an act passed at the-
last session of assembly, entitled, An act concerning the chancery court, which duties are wholly unconnected
with the office of the said judge, and it being proper to make compensation for the said service; therefore RE-
SOLVED, That the treasurer of the western shore pay annually to Jeremiah Townley Chase, chief judge of the
third judicial district, or to his order, the sum of———dollars, to be paid quarterly, out of any unappro-
priated money in the treasury.
All which is submitted.

Which was read.

The house resumed the consideration of the bill to incorporate a fire insurance company in the city of Balti-
more, and, on progression, the question was put. That the words " the several counties of this state, in the
city of. Baltimore and the city of Annapolis, for a capital stock of 500.000 dollars, under the direction of the
commissioners herein after appointed, to wit: " be inserted in the second clause after the words "That sub-
scriptions in?" Resolved in the affirmative.

On motion, ORDERED, That the said bill be recommitted for amendment.
ORDERED, That the committee which prepared and brought in said bill be discharged.
ORDERED, That Mr. Shaaff, Mr. Stone, Mr. C. Dorsey, W. H. Brown and Mr. J. E. Spencer, be a com-
mittee to amend the same.
Mr. Harryman, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of Thomas Meredith, of Baltimore county, devisee of
Benjamin Meredith, deceased, beg leave to report, that they. have taken the same into consideration, and find
the facts stated in the said petition to be true; they therefore recommend the adoption of the following resolu-
tion:

RESOLVED, That the treasurer of the western shore pay unto Thomas Meredith, devisee of Benjamin Mere-
dith, deceased, or his order, the sum of three pounds seventeen shillings and six-pence current money of Mary-
land, with interest thereon from the seventeenth day of September, seventeen hundred and eighty five.
All which is submitted.
