The following message was read the first time and ordered to lie on the table.

By the HOUSE of DELEGATES, November 24, 1807.
Gentlemen of the Senate,

WE have received your dissent to the resolution originated in this house in favour of John Trueman, a vete-
ran of 1776. We should urge to you, as an inducement to reconsider the same, the claims which he has upon
the justice and liberality of the state, if your message did not recognize them.

The house of delegates entertain a high sense of the propriety and policy of acting with a liberality and just-
lice, becoming a wealthy and dignified state, towards those who have spent the prime of their lives in the ser-
vice of their country; and whenever any individual, or the representatives of such, shall approach this house,
with a claim sanctioned by justice and gratitude, they will meet with a prompt attention, and a disposition to
extend to them a remuneration equal, if not superior, to their just demands. But, notwithstanding this dispo-
sition to act with munificence, we cannot consent to gratify it, by the adoption of a mode which we consider
totally inconsistent with the independence essential to correct legislation.

We entertain a high respect for the senate of Maryland, as a co-ordinate branch of the government, and when
we say that the alternative offered by your message, if adopted, may establish a precedent, which we consider
will be beneath the dignity of the legislative body of Maryland, we beg to be understood as not depreciating
from that respect. The sum of twenty-five dollars is not an object of state concern, but to Trueman it may be
an object of great importance.

We flatter ourselves, that when you see the solicitude which this house manifests in favour of John Trueman,
you will, upon reconsideration, gratify the resolution, and reward a meritorious officer.

The clerk of the senate delivers the bill for the relief and benefit of the poor, and trustees of the poor, of
Washington county, the bill to alter the time of holding the county courts of Queen-Anne's county, the sup-
plement to an act, entitled, An act relating to the public roads in the several counties therein mentioned, the
bill to lay out and make a public road in Baltimore county, severally endorsed, " will pass. " Ordered to be en-
grossed. Also the bill authorising a lottery to raise a sum of money for the purpose of building a bridge across
the river Monocacy, in Frederick county, also the bill authorising a lottery to raise a sum of money for the
purpose of finishing the steeple of Saint-John's church, in Elizabeth-town, in Washington county, and for other
purposes, severally endorsed, " will pass with the proposed amendments; " which amendments were read the
first and second time by especial order, agreed to, and the bills ordered to be engrossed.

A petition from sundry inhabitants of Queen-Anne's county, praying a law may pass to make a public road
from Hall's cross road, so as to intersect the public road leading from Centre-Ville to Ruthsburg, through the
farm of Daniel C. Hopper, was preferred, read, and referred to Mr. J. E. Spencer, Mr. Sudler and Mr. J.
Brown, to consider and report thereon.

Mr. T. Dorsey, from the committee, delivers to the speaker the following resolution:

RESOLVED, That the justices of the levy court for Baltimore county be and they are hereby authorised and
empowered, to use and apply the whole, or such part as may be necessary, of the dividends received by them
from the Baltimore and Frederick-town turnpike road company, and the Baltimore and Reister's-town turnpike
road company, towards defraying the expenses incurred by the maintenance and support of the criminals con-
fined to labour on the public roads of Baltimore county.

Which was read the first and second time by especial order and assented to.

Mr. C. Dorsey, from the committee, delivers to the speaker a bill, entitled, A further supplement to the
act, entitled, An act for the amendment of the law; which was read the first time and ordered to lie on the
table.

A petition from Annatatia Campbell, of Montgomery county, praying a support for her sister Jane Bradman
out of the poor-house, was preferred, read, and referred to Mr. Carroll, Mr. Darne and Mr. Linthicum, to con-
sider and report thereon.

A petition from Alexis Boone, late sheriff of Prince-George's county, praying a further time to complete his
collections, was preferred, read, and referred to Mr. Callis, Mr. Page and Mr. Hall, to consider and report
thereon.

Mr. Streett, from the committee, delivers to the speaker a bill, entitled, A supplement to the act, entitled,
An act to lay out and make a public road from the Black house to the Pennsylvania line, in Harford county;
Which was read the first time and ordered to lie on the table.
