A petition from the president, managers and company, of the Baltimore and Frederick-town turnpike road,
stating, that they are willing to erect a bridge over the river Monocacy, at their own expense, and praying that
a law may pass authorising said company to receive such tolls for passing said bridge as the legislature may think
fit, was preferred, read, and referred to Mr. T. Dorsey, Mr. Shaaff, Mr. Tabbs, Mr. Bowles and Mr. Hawkins,
to consider and report thereon.
On motion, Leave given to bring in a bill, entitled, An act to punish crimes, offences and misdemeanors, com-
mitted on the waters of the Chesapeake bay within the territorial jurisdiction of the state of Maryland, and for
other purposes.
On motion, the question was put, That the words " and for other purposes, " be stricken out? Determined
in the negative.
On motion, the question was put, That the committee consist of five? Determined in the negative.
The question was then put, That the committee consist of three? Resolved in the affirmative.
ORDERED, Thai Mr. C. Dorsey, Mr. T. Dorsey and Mr. Stone, be a committee to prepare and bring in the same.
A petition from sundry inhabitants of Frederick county, praying the legislature to pass a law authorising the
president, managers and company, of the Baltimore and Frederick-town turnpike road, to open a subscription
for the purpose of paving and turnpiking a road leading out of the Baltimore and Frederick-town turnpike road,
at or near Schnertzell's brick house, from thence to New-town, and from thence to Harper's ferry, was pre-
ferred, read, and referred to Mr. Hawkins, Mr. Shaaff, Mr. T. Dorsey, Mr. Little and Mr. Kuhn, to consider
and report thereon.
On motion, Leave given to bring in a bill, entitled. An act to increase the allowance of jurymen in the seve-
ral counties therein mentioned. ORDERED, That Mr. Williams, Mr. Belt and Mr. W. H. Brown, be a com-
mittee to prepare and bring in the same.
On motion, Leave given to bring in a bill, entitled, An act to alter such parts of the constitution and form
of government as relate to the residence of voters. ORDERED, That Mr. Seth, Mr. Sudler, Mr. Shaaff, Mr.
C. Dorsey and Mr. Briscoe, be a committee to prepare and bring in the same.
On motion, Leave given to bring in a bill, entitled, An act to increase the allowance of the justices of the
orphans courts in the several counties in this state. ORDERED, That Mr. Frazier, Mr. Porter and Mr. Bowles,
be a committee to prepare and bring in the same.
Mr. Streett, from the committee, delivers to the speaker a bill, entitled, A supplement to an act to appoint
and authorise commissioners to review and lay out a part of the road therein mentioned in Harford county;
which was read the first time and ordered to lie on the table.
The bill, entitled, An act for removing an obstruction in Conewago-street, and for extending the width and
changing the direction of Ten Feet Lane, in the city of Baltimore, was read the second time, passed, and sent
to the senate by the clerk.
A petition from Charles Elder, of Anne-Arundel county, praying a special act of insolvency, was preferred,
read, and referred to Mr. Belt, Mr. Shaaff and Mr. Williams, to consider and report thereon.
Mr. Hawkins, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of sundry inhabitants of Frederick county, report, that
they have taken the same into consideration, and paid all that attention to the subject which an application from
such a respectable body of citizens merited. The committee further report, that a letter from the president of
the Baltimore and Frederick-town turnpike road was laid before them, by which the committee were informed,
that the application of the petitioner did not meet the approbation of the managers of the company of the Bal-
timore and Frederick-town turnpike road; under these circumstances the object of the petition necessarily
fails, since it only contemplated the passage of a law to empower the managers of the aforesaid company to
turnpike the road referred to in the petition. The committee, for these reasons, report, that it is their opinion
that the petitioners have liberty to withdraw their petition. All which is submitted.

The house proceeded to the second reading of the bill, entitled, A supplement to the act, entitled, An act to
prevent free negroes from selling any corn, wheat or tobacco, without having a license for that purpose from a
justice of the peace; on motion, the question was put, That the words " no free negro shall sell any corn,
wheat or tobacco, unless, in addition to the qualifications specified in the second section of an act to which this
is a supplement, he or she shall produce annually a certificate from two respectable neighbours, specifying, in
their judgment, how much corn, wheat and tobacco, can be made on such land or lands as he or she may have in
cultivation, and the said justices may grant to said negro permission to sell the quantity specified in said certifi-
cate, and no more, " after the word " next, " be stricken out of said bill? Resolved in the affirmative.
On motion, the question was put, That the following Le inserted in lieu of the words stricken out? " no jus-
tice of the peace shall grant a certificate to arty free negro, under the second section of the act to which this is
a supplement, unless the said free negro shall, at the time of his or her receiving said certificate, produce to
the said justice of the peace a certificate from two respectable neighbours, specifying how much corn, wheat and
