102 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1807.

The further supplement to the act, entitled, An act for the relief of sundry insolvent debtors, passed at No-
vember session, eighteen hundred and five, was read the second time and passed.

The bill annulling the marriage of John M'Candless and Sarah M'Candless his wife, was read the second
time, and the question put, Shall the said bill pass? Determined in the negative.

Mr. C. Dorsey, from the committee, delivers to the speaker a bill, entitled, An act to vest certain powers in
the orphans court of Charles county, and for other purposes; which was read the first and second time by espe-
cial order and passed.

A memorial from John Kilty, Esq; accompanied with the Land-Office Assistant, was preferred, read, and
referred to Mr. Shaaff, Mr. Tabbs and Mr. T. Dorsey, to consider and report thereon.

The message relative to closing the session was read the second time, and the question put, That the blank
therein be filled up with the words "the 16th instant?" Resolved in the affirmative.

The question was then put, That the house assent to the same? Resolved in the affirmative.

Mr. Kuhn, from the committee, delivers to the speaker the following reports

THE committee to whom was referred the petition of Henry Fout, and others, of Frederick county praying,
that a law may pass authorising the sale of, lands therein mentioned, beg leave to report, that they have taken
said petition, and the documents accompanying the same, into consideration. Your committee are of opinion
that it would be inexpedient for the legislature to pass a law on that subject, the petitioners therefore have
leave to withdraw their petition. All. which is submitted.

Which was read the first and second time by especial order and concurred with.

Mr. Kerr, from the committee, delivers to the speaker a bill, entitled, An act to ascertain and establish a.
permanent salary for the governor of this state; which was read the first time and ordered to lie on the table.

ORDERED, That the bill to prevent for a limitted time the sale of lands or tenements, goods or chattels, on.
writs of execution, and for other purposes therein mentioned, have a second reading on Thursday next.

The clerk of the senate deliver the following resolutions:

By the SENATE, January 12, 1808.

RESOLVED, That a committee be appointed to join such committee as may be appointed on the part of the
house of delegates, to inquire into the present state of our finances, and to report to the legislature such pro-
jects, of investment and appropriations, as may seem most conducive to the public interest; and it shall also be
the duty of such committee to cull upon the treasurer of the western shore, and request him to exhibit and
count in their presence, all the specie in the treasury, noting the amount of the different species of money
therein, of which they shall forthwith make due report to this general assembly.

RESOLVED, That Mr. Lowrey, Mr. Covington and Mr. Partridge, be the said committee on the part of the.
senate.

Whereas the general assembly of Maryland have, on all occasions, viewed with the deepest interest and ut-
most solicitude, every change in the aspect of our foreign relations, the present novel and interesting crisis
peculiarly demand an expression of the public will, through the medium of the legislature; therefore, RE-
SOLVED, That the late act of congress, imposing an embargo, is, in the opinion of this general assembly, a mea-

sure strongly characteristic of the judgment and wisdom of our national councils, and well calculated to inspire
confidence in the individuals of the nation which they represent.

Which were read.

Mr. Kerr, from the committee, delivers to the speaker a bill, entitled, A supplement to the act, entitled,
An act to restrain the evil practices arising from negroes keeping dogs, and to prohibit them from carrying gun
or offensive weapons.; which was read the first time, and ordered to lie on the table.

A petition from sundry inhabitants of Baltimore county, counter to the petition of the Reister's-town turn-
pike road company, was preferred, read, and ordered to lie on the table.

The bill authorising the drawing of a lottery for raising a sum of money for the purposes therein mentioned,
the bill to continue certain acts of assembly, and the bill to incorporate a society to educate and maintain poo
orphan and other destitute female children, by the name of The Orphaline Charity School, and to repeal the
act of assembly therein mentioned, were read the second time and passed.

ORDERED, That the bill authorising and empowering the drawing of certain lotteries for the purposes therein

mentioned, have a second reading to-morrow.

The following message was read and agreed to.
