82 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1806.

On motion, the question was put, That the bill to ascertain and regulate anew the fees of attornies and prac-
titioners of law in the county courts of this state, be referred to the next general assembly? Resolved in the
affirmative.

The clerk of the senate delivers the following message:

By the SENATE, December 31, 1806.
Gentlemen of the House of Delegates,

WE have received your message of this day, proposing to proceed immediately to the election of two directors
on the part of this state in the Farmers Bank of Maryland. We agree to go into the election early to-morrow.

By order, T. ROGERS, clk.

Which was read.

Also the bill authorising the levy court of Baltimore county to levy a sum of money for the purpose therein
mentioned, and the bill vesting certain powers in the president of the United States, severally endorsed " will
pass. " Ordered to be engrossed. The bill to restrain the evil practices arising from free negroes keeping dogs,
and to prohibit them from carrying guns or offensive weapons, endorsed " will pass with the proposed amend-
ment; " which amendment was read. The bill lor the relief of the sheriffs of the several counties of this state,
endorsed " will no: pass. " And the bill to open a road from the Bald Friar ferry, on Susquehanna river, to the
Pennsylvania line, endorsed "will pass with the proposed amendment; " which amendment was read the first
and second lime, agreed to, and the hill ordered to be engrossed.

Mr. Sudler, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the letter of Ninian Pinkney, clerk of the council, on the twentieth
instant, beg leave to report, that they have, in pursuance thereof, examined the state of the papers of the exe-
cutive department, and find that they are in a convenient and systematic order, and that the said Ninian Pink-
ney ought to be compensated for his trouble in the performance of this service; the committee therefore submit
the following resolution:

RESOLVED, That the treasurer of the western shore be and he is hereby authorised and directed to pay to the
said Ninian Pinkney, out of any unappropriated money in the treasury, the sum of one hundred dollars, as a
compensation for his trouble and attention as aforesaid.

By order, L. GASSAWAY, clk.
Which was read.

The house adjourns until to-morrow morning 9 o'clock.

THURSDAY, January 1, 1807.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
Mr. Denny, Mr. Dennis, Mr. Smoot, Mr. Street, Mr. Blakistone and Mr. Gardiner, have leave of absence.

On motion, the question was put, That the further consideration of the bill to regulate and discipline the mi-
litia of this state, be referred to the next general assembly? The yeas and nays being required, appeared as
follow:

So it was resolved in the affirmative.

ORDERED, That the bill to alter such parts of the constitution and form of government as relate to voters
and qualifications of voters, be recommitted for amendment.

The bill annulling the marriage of James W. Dimmett and Catharine Dimmett, was read the second time,
passed, and sent to the senate by the clerk.

On motion, the question was put, That the bill for the better regulation of fees to the deputies of the attor-
ney-general, be referred to the next general assembly? Resolved in the affirmative.

Mr. Ward, from the committee, delivers to the speaker a bill, entitled, An act to ascertain and esta-
blish a permanent salary to the governor of this state; which was read the first time and ordered to lie on the
table.

The bill to lay out and make public a road in Charles county, was read the second time by especial order,
passed, and sent to the senate by the clerk.

The following resolutions were read.

RESOLVED, That the executive of this state be requested to cause to be taken, as soon as may be, a census
of the citizens who are subject to do militia duty, and transmit to the executive of the United States a correct
list. thereof.
