The bill to restrain the evil practices arising from free negroes keeping dogs, and to prohibit them from car-
rying guns or offensive weapons, was read the second time, and, on motion, the question put, That the
following be added to the said bill? to wit: " And be it enacted, That this act shall have no operation or effect
in Allegany county. " Resolved in the affirmative.
The question was then put, Shall the said bill pass? Resolved in the affirmative; which was sent to the se-
nate by the clerk.
A memorial from the presidents of the different banks in Maryland, praying; that forgeries may be punished
with death, was preferred, read, and referred to Mr. Muir, Mr. Shaaff, Mr. Aisquith, Mr. Carroll and Mr.
Bruce, to consider and report thereon.
Mr. Harryman, from the committee, delivers to the speaker a bill, entitled, An act to lay out and open a
public road in the direction herein after mentioned in Baltimore county; which was read the first, time and or-
dered to lie on the table.
Mr. Aisquith, from the committee, delivers to the speaker a bill, entitled, A supplement to an act, entitled,
An act to authorise a lottery or lotteries to raise a sum of money for the improvement of the navigation of the
river Susquehanna; which was read the first time and ordered to lie on the table.
The house proceeded to the second reading by especial order of the bill to tax bank stock; on motion, the
question was put, That the further consideration of the same be referred to the first day of June next? The
yeas and nays being required, appeared as follow:

Mr. Little, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the memorial of Jubb Fowler, messenger to the executive of Mary-
land, report, that they have taken the same into consideration, and from his advanced age and long services to
the state, they are of opinion his salary ought to be enhanced; they therefore beg leave to submit the following
resolution:
RESOLVED, That the treasurer of the western shore be and he is hereby authorised and required to pay unto
Jubb Fowler, messenger to the executive, in addition to his present salary, the sum of one hundred dollars an-
nually, in quarterly payments, during his continuance in office.

Mr. W. H. Brown, from the committee, delivers to the speaker the following report:
THE committee to whom was referred the petition of Cornelius Manning report, that they have taken the
same into consideration, and find, that the petitioner's father had, on the thirtieth day of January, seventeen
hundred and eighty-six, paid into the treasury the full amount of the purchase money for the land by him bought
of the state, agreeable to the tenor of the bond given to the state; they further report, that from the several
documents to. them submitted, they find that the said Robert Manning has paid into the treasury the sum of one
hundred and fifty-four pounds four shillings and ten-pence halfpenny current motley, for which be has received
no value there being a deficiency in the land purchased of the state to that amount; they therefore submit the
following resolution to the consideration of the house:
RESOLVED, That the treasurer of the western shore pay to Cornelius Manning, or his order, the sum of one
hundred and fifty-four pounds four shillings and ten pence halfpenny current money, it being the amount of the
deficiency in the purchase made by the said Manning's father of this state.

Mr. Brace, from the committee, delivers to the speaker a bill, entitled, A supplement to an act, entitled,
An act to reduce into one the several acts of assembly respecting elections, and to regulate said elections; which
was read the first and second time by especial order and passed.
The speaker laid before the house a report of the examiner general for the western shore; which was read.
The clerk of the senate delivers the bill to compel justices of the peace to return all recognizances taken be-
fore them, endorsed " will not pass. " The bill to continue certain acts of assembly, and the bill to lay out
and open an old road, in Harford county, severally endorsed will pass. " Ordered to be engrossed.
Mr. Jackson, from the committee, delivers to the speaker the following report:
THE committee appointed to examine the situation of the government-house, and the furniture necessary for
the accommodation of the governor, report, that they have examined the same, and are of opinion that an ap-
propriation, of one thousand dollars is absolutely necessary for the repairs of the government property, and the
